A Scottsburg man remains in Scott County Jail charged earlier this month with dealing a variety of drugs.

Bradley L. Phipps, 49, was charged with dealing methamphetamine, dealing in controlled substance, possession of methamphetamine, possession of controlled substance, possession of marijuana, possession of drug paraphernalia and public intoxication. He was also held on a Clark County Circuit Court warrant.

Late Friday night, July 14, Scott County Sheriff’s Deputy Donovan McCutcheon had finished assisting Scottsburg Police officers investigate a complaint of trespass on Walnut Street when he spotted a man on a bicycle matching the description of the person observed in the Walnut Street incident.

The bicyclist, later identified as Phipps, was observed carrying a green duffle bag and wearing a backpack on South First Street.

As the deputy tried to stop Phipps, the bicyclist pedaled faster pulling into 910 S. 1st St. where he tossed his two bags down between two vehicles, according to the probable cause affidavit.

After getting the bicyclist’s information and relaying it to Scott County Dispatch, it was revealed that Phipps had a warrant from Clark Circuit Court 2 for dealing and possession of meth, possession of marijuana, and possession of drug paraphernalia.

McCutcheon handcuffed Phipps and placed him in custody.

Officers searched the green duffle bag and, according to the court document, found 29 knives of many different varieties and sizes. Also found in the dufflebag were 37 pills later identified as Oxycodone, a pill bottle with 26.2 grams of crushed Oxycodone, other containers that held 27.8 grams that tested positive for methamphetamine, the probable cause affidavit read.

Also found was a quantity of marijuana, five plastic bags later determined to be methamphetamine ready for distribution, and a small tin containing $217 in cash.

Phipps was booked into Scott County Jail shortly after midnight, Saturday, July 15.

On Monday, July 17, Scott Magistrate Allison Frazier set Phipps’ bond at $100,000. He remains incarcerated in Scott County Jail.
