Notice for Early Public Review of a Proposal to Support Activity in the (100-Year Floodplain or Wetland)
The City of Austin, Indiana is proposing to expend federal funds in an area that is subject to flooding as identified by the Federal Emergency Management Administration. The subject funds are Community Development Block Grant funds administered by the Indiana Office of Community and Rural Affairs.
This is to give notice that HUD under part 50 or Responsible Entity under Part 58 has conducted an evaluation as required by Executive Order 11988 and/or 11990, in accordance with HUD regulations at 24 CFR 55.20 Subpart C Procedures for Making Determinations on Floodplain Management, to determine the potential affect that its activity in the floodplain and wetland will have on the human environment for CDBG Stormwater Improvement Program under HUD grant.
The project involves improving drainage in 3 areas that suffer from standing water after rain events within the city limits of Austin, in Scott County. One area is in the far western portion of the city where the proposed solution is to construct an earthern berm along Kenwood Drive and Tibbs Street and construct paved “V” ditches while replacing/modifying driveway culverts. The city is requesting Community Development Block Grant funding through the Indiana Office of Community and Rural Affairs to complete this project. There is a small portion of this project that is located within a Zone A Floodplain.
The total project area near/in the floodplain is 1.6 acres. The total number of acres located in the floodplain is .7 acres.
There are three primary purposes for this notice. First, people who may be affected by activities in floodplains and those who have an interest in the protection of the natural environment should be given an opportunity to express their concerns and provide information about these areas. Second, an adequate public notice program can be an important public educational tool. The dissemination of information about floodplains can
facilitate and enhance Federal efforts to reduce the risks associated with the occupancy and modification of these special areas. Third, as a matter of fairness, when the Federal government determines it will participate in actions taking place in floodplains, it must inform those who may be put at greater or continued risk.

Proposals shall be properly and completely executed on the proposal form furnished to bidders.
