NOTICE OF EXECUTION AND APPROVAL OF LEASE BETWEEN THE AUSTIN REDEVELOPMENT COMMISSION AND THE AUSTIN REDEVELOPMENT AUTHORITY
Pursuant to action taken by the Austin Redevelopment Commission (the “Commission”) and the Austin Redevelopment Authority (the “Authority”) on May 25, 2022, each approved a Lease Agreement (the “Lease”) between the Commission and the Authority to be effective as of May 25, 2022. The City of Austin Common Council has approved the Lease by Resolution adopted on May 19, 2022. The Lease covers the Leased Premises (as defined in the Lease) in the Austin Economic Development Area No. 1 (formerly known as the Austin Economic Development Area). The Lease is for a term not to exceed twenty (20) years and shall be payable from Tax Increment (as defined in the Lease), and, to the extent Tax Increment is not sufficient, from a special benefits tax levied on all of the taxable property in the Austin Redevelopment District (the “District”). The taxpayers of the City of Austin, Indiana (the “City”) are hereby given notice that the Redevelopment Authority (the “Authority”) of the City determined, at its meeting held May 25, 2022, to issue its Lease Rental Revenue Bonds of 2022 in an amount not to exceed $4,000,000 (the “Bonds”). The proceeds of the Bonds will be used for (i) construction of a building for the City’s Police Department; (ii) utility and infrastructure improvements to support certain housing developments and businesses; (iii) expansion of Dowling Road; (iv) new infrastructure for City Hall; (v) physical education equipment for Scott School District 1; (vi) certain matching grant funds; and (vii) payment of costs of issuance for the Bonds. The proposed Bonds will have a final maturity of no later than January 15, 2040. The Bonds will bear interest at a rate or rates not exceeding four and one half percent (4.50%) per annum, the exact rate or rates to be determined by a negotiated sale. The Bonds will be payable from real property tax proceeds from assessed valuation in the Austin Economic Development Area No. 1 (formerly known as the Austin Economic Development Area) in excess of the assessed valuation described in Indiana Code 36-7-14-39(b)(1), as such statutory provisions exist as of May 25, 2022 (“Tax Increment”), and, to the extent Tax Increment is not sufficient, from a special benefits tax levied on all of the taxable property in the Austin Redevelopment District.

Notice is hereby given, that the City of Scottsburg, Scott County, Indiana by and through its City Council, hereinafter referred to as the Owner, will receive sealed bid packets for the construction of Wastewater and Water Utility Improvements, Division I – Wastewater Treatment Plant Maintenance Building. Sealed bids must be received by the City of Scottsburg, mailed or hand delivered to Scottsburg City Hall, 2 East McClain Avenue, Scottsburg, IN 47170, no later than 10:00 a.m. (local time) on June 8th, 2022, at which time the Bids received will be publicly opened and read. Bids received after such hour will be returned unopened. Each bid must be enclosed in a sealed envelope bearing the title of the Project as well as the name and address of Bidder.
Bids will be received for a single prime Contract.

Under Section III of Form 96, the Bidder shall submit a financial statement. The Owner may make such investigations as deemed necessary to determine the ability of the Bidder to perform the work and the Bidder shall furnish to the Owner all such information and data for this purpose as the Owner may request. The Owner reserves the right to reject any bid if the evidence submitted by, or investigation of, such Bidder fails to satisfy the Owner that such Bidder is properly qualified to carry out the obligations of the Agreement and to complete the work contemplated therein.
No bid may be withdrawn after the scheduled closing time for receipt of bids for at least ninety (90) days. A conditional or qualified Bid will not be accepted.
Award will be made to the low, responsive, responsible bidder.
The project is being financed in part by the Indiana Finance Authority State Water Infrastructure Fund (SWIF). Contractors and subcontractors are notified that they are required to pay not less than the prevailing wage rates established by the U.S. Department of Labor and the Davis-Bacon Act. Said wage scale is included in the project Specifications.
Approved performance and payment bonds guaranteeing faithful and proper performance of the work and materials, to be executed by an acceptable surety company, will be required of the Contractor at the time of contract execution. The bonds will be in the amount of 100% of the Contract Price and must be in effect throughout the term of the Construction Contract plus a period of twelve (12) months from the date of substantial completion.
All applicable laws, ordinances, and the rules and regulations of all authorities having jurisdiction over construction of the project shall apply to the project throughout.
