7. I was previously appointed successor co-guardian of Mason Marvin Hall by the Clark Circuit Court 4 in Cause Number 10C04-l901-GU-1 and Jessica Kazlo consented to my appointment as such on May 3, 2023. That guardianship expired in July 2023.
8. Diligent search and inquiry have been made to learn Jessica Kazlo’s whereabouts and the same has not been discovered.
9. This Affidavit is made for the purpose of permitting the guardianship of Mason Marvin Hall and to secure service on Jessica Kazlo by publication.

7. The persons most closely related to Mason Marvin Hall by blood is his father or who consents to Petitioner’s appointment as Guardian of the Person and Estate as set forth above.

NOTICE OF PUBLIC HEARING
The City of Scottsburg, Indiana (“City”) Economic Development Commission (“Commission”) will hold a public hearing (“Hearing”) at 5:30 p.m. (local time) on May 27, 2026, in Room 116, City Hall, 821 S. Lake Road S., Scottsburg, Indiana 47170, regarding the issuance and funding of its Taxable Economic Development Revenue Note, Series 2026 (“Series 2026 Note”) in an aggregate principal amount not to exceed One Million Five Hundred Ten Thousand Dollars ($1,510,000), to Scottsburg SR 56 Partners LLC, an Indiana limited liability company (“Borrower”). The proceeds of the Series 2026 Note will be loaned to the Borrower to fund the costs of construction of public infrastructure improvements to State Road 56, including but not limited to, turn lanes, resurfacing, a traffic signal, utility relocation, and right-of-way acquisition (collectively, “Infrastructure Project”) to facilitate development of an approximately 148-acre industrial park (“SR 56 Industrial Park”) and to consider whether the issuance of the Series 2026 Note will have an adverse competitive effect on any similar development already constructed or operating in the City.
The Series 2026 Note will be issued by the City pursuant to I.C. 36-7-11.9 and I.C. 36-7-12 (collectively, the “Act”), and an ordinance adopted by the Common Council of the City (“Ordinance”). The loan will be evidenced by the Series 2026 Note executed by the Borrower and as otherwise provided in the Forgivable Loan Agreement between the City and the Borrower, anticipated to be dated as of June 1, 2026 (“Loan Agreement”), and in the Ordinance. The Series 2026 Note will not be a general obligation of the City and will not be payable in any manner by taxation but are proposed to be payable from City Funds and READI Funds (each as defined in the Loan Agreement) and as otherwise provided and defined in the Loan Agreement, the Series 2026 Note, and the Ordinance.
Proceeds of the economic development financing will be used for the construction of the Infrastructure Project to serve SR 56 Industrial Park to be located generally off State Road 56, in the City.
If the Commission shall find for itself and on behalf of the City, that the proposed Series 2026 Note financing will be of benefit to the health and welfare of the City and complies with the purposes and provisions of the Act, the Commission will adopt a resolution approving the proposed financing and the form of financing documents, including the Series 2026 Note, in an aggregate principal amount not to exceed One Million Five Hundred Ten Thousand Dollars ($1,510,000) and shall transmit the resolution to the Common Council of the City for consideration together with the form of the proposed ordinance to be recommended to the Common Council of the City.
The Hearing is being held pursuant to I.C. 36-7-12-24. The public is invited to attend and comment on any of the matters herein noted. Written comments may also be submitted to the Secretary of the Commission until 2:00 p.m. on May 22, 2026, by delivering such comments to the Clerk-Treasurer’s office, City Hall, 821 S. Lake Road S., Scottsburg, Indiana 47170.

By virtue of a certified copy of a decree to me directed from the Clerk of Circuit Court of Scott County, Indiana, in Cause No. 72D01-2506-MF-000029 wherein Freedom Mortgage Corporation was Plaintiff, and The Unknown Heirs at Law of William Combs, deceased, et al. were Defendants, requiring me to make the sum as provided for in said Decree with interest and cost, I will expose at public online sale to the highest bidder, on the 7th day of July, 2026, at the hour of 2:00 p.m. or as soon thereafter as is possible, at www.zeusauction.com, the fee simple of the whole body of Real Estate in Scott County, Indiana.
