NOTICE OF PUBLIC HEARING

FOR THE ADOPTION OF A UNIFIED DEVELOPMENT ORDINANCE AND ZONING MAP

In accordance with IC 36-7-4-600 series and C 36-7-4-700 series, notice is hereby given that the City of Austin Advisory Plan Commission will conduct a public hearing on THURSDAY, JANUARY 15, 2026 AT 6:00 PM AT AUSTIN CITY HALL, 80 W MAIN ST, AUSTIN, IN 47102, to consider the City of Austin Unified Development Ordinance and Zoning Map. This includes a repeal / replacement of the city’s zoning ordinance (including zoning map) and initial adoption of subdivision control regulations.

A summary of the contents and general subject matter contained in the UDO and Zone Map is set forth below:

•Chapter 1 – General Provisions & UDO Administration: Enabling language, jurisdiction, and powers and duties of the administrator, Plan Commission and BZA.

 •Chapter 2 – Nonconformities: Provisions for nonconformities after adoption of the UDO.

 •Chapter 3 – Zoning & Overlay Districts: Identification of each zoning and overlay district and the respective purpose, permitted uses, and development standards.

 •Chapter 4 – Additional Standards for Uses: Development for certain uses, such as adult businesses, accessory dwelling units, landfills, manufactured home parks, recovery residences, and solar/wind energy systems.

 •Chapter 5 – Site & Structure Standards: Development standards for parcels and structures, such as screening, driveways, parking, signs, and structures.

 •Chapter 6 – Subdivision Standards: Types of exempt and permitted subdivisions and the required design standards for each type of subdivision.

 •Chapter 7 – Procedures: Procedures for all applications for plan commission and BZA, other procedures, and violations / enforcement, including the following penalty or forfeiture provisions: 

o “Any person who violates or fails to comply with any provisions of this UDO shall be guilty of an ordinance violation and shall be fined for each individual violation, up to the maximum amount permitted by state law. Each day a violation remains uncorrected shall be a distinct and separate violation subject to an additional fine.” 

•Chapter 8 – Definitions: Definitions related to the administration of the UDO.

•Zoning Map Replacement: 

 a) Update district names to correspond with the UDO

 b) Added a new residential district (R3) and a new downtown district (B3)

 c) Removed the airport development zone and mobile home residence zone 

A copy of the proposed Unified Development Ordinance and Zoning Map is available for public review at the Austin City Hall, 80 W Main Street, Austin, IN 47102, during regular business hours Monday through Friday, 8:00 am – 4:00 pm.

Written objections to the proposed UDO may be filed with the city in advance of the public hearing at the Austin City Hall, 80 W Main Street, Austin, IN 47102 during the regular business hours of Monday through Friday, 8:00 a.m. – 4:00 p.m. Oral comments concerning the proposed amendment will be heard at the public hearing.  The public hearing may be continued from time to time as may be found necessary.

Notice is hereby given that Jackson County, Indiana, acting by and through its Board of Commissioners, will receive sealed bids at the Office of the Auditor, Jackson County Courthouse, Brownstown, Indiana, until 4:00pm on Monday March 2, for the 2026 Resurfacing Program.

At the hour of 9 AM local time on Tuesday March 3, 2026 ail bids for this work will be opened and read aloud in the Jackson County Courthouse at 111 S. Main Street, Brownstown, Indiana.

Bids shall be unit price for all work called for in the contract documents and submitted on the forms prescribed including and submitting on the forms prescribed including the State Board of Accounts Form No. 96 (Revised 2013).

NOTICE TO BIDDERS

Notice is hereby given that the City of Salem herein referred to as the Owner, will receive sealed bids for the 2026 Community Crossings Matching Grant – Application #15002, located in the City of Salem, Washington County, Indiana. 

Sealed bids are invited and may be forwarded by mail, other courier service or in person to the City of Salem, Attn: Clerk Treasurer, 201 East Market Street Suite 101, Salem, IN 47167 until 10:00 am on January 7, 2026. Bids received after such hour will be returned unopened. Bids will be opened and publicly read aloud at this time. Bids will then be taken under advisement for review by the owner and engineer.

The contract will consist of the following: 

2026 CCMG – Jackson Street from Elm Street to SR 160 in the City of Salem.

Each bid must be enclosed in a sealed envelope bearing the title of the Project and the name and address of Bidder. All bids must be submitted on the bid forms as identified in the Contract Documents. 

Each bid shall be accompanied by a certified check or acceptable bidder’s bond made payable to the Owner, in a sum of not less than five percent (5%) of the total amount of the bid, which check or bond will be held by the Owner as evidence that the bidder will, if awarded the contract, enter into the same with the Owner upon notification from him to do so within ten (10) days of said notification.

Approved performance and payment bonds guaranteeing faithful and proper performance of the work and materials, to be executed by an acceptable surety company, will be required of the Contractor at the time he executes his contract. The bond will be in the amount of 100% of the Contract Price and must be in full force and effect throughout the term of the Construction Contract plus a period of twelve (12) months from the date of substantial completion.

The Owner reserves the right to reject any bid, or all bids, or to accept any bid or bids, or to make such combination of bids as may seem desirable, and to waive any and all informalities in bidding. Any bid may be withdrawn prior to the above scheduled time for the opening of bids or authorized postponement thereof. Any bid received after the time and date specified shall not be considered. No bid may be withdrawn after the scheduled closing time for receipt of bids for at least sixty (60) days.

The Owner may make such investigations as deemed necessary to determine the ability of the Bidder to perform the work and the Bidder shall furnish to the Owner all such information and data for this purpose as the Owner may request.  The Owner reserves the right to reject any bid if the evidence submitted by, or investigation of, such Bidder fails to satisfy the Owner that such Bidder is properly qualified to carry out the obligations of the Agreement and to complete the work contemplated therein.

Bids shall be properly and completely executed on bid forms included in the Contract Documents. Bids shall include all information requested by Indiana Form 96 (Revised 2013) included in the Contract Documents.

If project is $150,000 or more – State of Indiana requirement as of 7/2018, Bidder is required to submit with bid a written plan for an employee drug testing program that complies with IC 4-13-18-5 and IC 4-13-18-6.

Each Bidder is responsible for inspecting the Project site(s) and for reading and being thoroughly familiar with the Contract Documents and Specifications.  The failure or omission of any Bidder to do any of the foregoing shall in no way relieve any Bidder from any obligation with respect to its Bid.

ADVERTISEMENT FOR BIDS 

Notice is hereby given that sealed bids will be received by The City of Scottsburg, Scott County, Indiana for a roadway paving and stormwater drainage project. The project is called the “Scottsburg Paving CCMG 2025-02”. Sealed bids shall 

be delivered to the Town by 5:30 p.m. local time on Monday the 26th day of January, 2026 to Scottsburg City Hall, 821 S. Lake Road South, Scottsburg, IN 47170.  Sealed bids shall clearly be labeled in the lower right-hand corner as “Scottsburg Paving CCMG 2025-02 – Bid”. 

The project involves replacing existing culverts under 2nd Street and 3rd Street, regrading the ditch adjacent to High Street, and milling and repaving High Street and its associated intersections. The project also includes paving Bond Street and Thomas Street as shown on the exhibit. 

Bids shall be opened and publicly read aloud at 5:30 p.m. on the 26th day of January, 2026 at the monthly City Council Meeting.

The bids shall be unit price for all work shown on the plans and called for in the specifications and as detailed on the bid forms and in the information for bidders.

The qualified Contractor to whom the work is awarded shall furnish, within ten (10) days after the date of said contract award and before commencing work, certificates of all insurance required.

The Owner reserves the right to reject any proposal, or all proposals, or to accept any proposal or proposals, or to make such combination of proposals as may seem desirable, and to waive any, and all informalities in bidding.  Any proposal may be withdrawn prior to the above scheduled time for the opening of proposals or authorized postponement thereof.  Any proposal received after the time and date specified shall not be considered.  No proposal may be withdrawn after the scheduled closing time for receipt of bids for at least ninety (90) days.
