LEGAL NOTICE
Board of Public Works and Safety of the City of Salem, Indiana
Request for Proposals
SERVICES FOR PREPARATION OF COMPREHENSIVE PLAN AND REVISIONS TO ZONING CODE
Issued: October 28, 2026
Responses Due: November 16, 2026, at 12:00 p.m.
Overview
Introduction
The Board of Public Works and Safety of the City of Salem, Indiana (the “BOW”), pursuant to Indiana Code §§ 5-22-6 and 5-22-9, is requesting proposals (“Proposals”) from qualified parties to prepare an updated comprehensive plan and update and rewrite the Zoning Code for the City of Salem, Indiana (the “City”).
The BOW is seeking Proposals from qualified professionals to prepare an updated comprehensive plan for use by the City and its instrumentalities in guiding its development plans and to update and rewrite the Zoning Code for the City. The comprehensive plan is expected to include the information set forth in Indiana Code §§ 36-7-4-502 and 36-7-4-503. The current Zoning Code was enacted in 1984. The Zoning Code has been enacted in a piecemeal fashion since that date. Because the Zoning Code is dated and has been amended in a piecemeal fashion, it does not always reflect best contemporary zoning and planning practices. The City’s current Zoning Code can be viewed at Salem-IN-CodeofOrdinances-Consolidated.pdf under Chapter 156 of the City’s Code of Ordinances. Other land use ordinances of the City can be found under Title XV. Of the City’s Code of Ordinances.
Consultants and firms must have experience and knowledge in the fields of municipal planning and zoning, including experience in the writing and updating of comprehensive plans and zoning, subdivision, and consolidated development code regulations. The City is looking for form-based or context sensitive applications in the development of the new regulations creating both design and infill standards for development in both the City’s existing developed areas as well as targeted growth areas.
Proposals are due at the office of the City of Salem Clerk-Treasurer at 201 East Market Street, Suite 101, Salem, Indiana 47167, on or before 12:00 p.m. on November 16, 2026.
On November 16, 2026, at 12:00 p.m., the BOW will open the Proposals at the City of Salem Government Building, Council Chambers, 201 East Market Street, Salem, Indiana 47167. A final selection may be made by the BOW on or around December 14, 2026.
Scope of Work
With assistance from City Staff, the selected consultant/firm will conduct a public process to develop a new comprehensive plan and Zoning Code. The final work program will be developed in conjunction with City staff but the scope of work shall at a minimum include the following:
•Current Zoning Code Diagnosis. The consultant will work closely with City staff in producing a diagnosis of the existing code.
•Review and Update of Comprehensive Plan. The consultant will review and update the comprehensive plan and identify Plan Goals, Objectives and Recommendations to ensure the new code will be consistent with recent planning documents
•Public Outreach. The consultant will develop a public outreach strategy designed to inform community stakeholders and the general public on the benefits of a revised code and updated comprehensive plan, as well as conducting regular meetings and web/social media interaction throughout the process.
•Drafting the Documents. The consultant will prepare drafts of the Zoning Code and comprehensive plan, including substantial graphics, for review by staff, culminating in final versions to be acted upon by the Advisory Plan Commission and the Common Council.
•Recommend changes to other sections of the Municipal Code/ordinances as they relate to or are impacted by the new Zoning Code and comprehensive plan.
•Integration of the New Code and Comprehensive Plan into User-Friendly Formats. The consultant will work with City staff to make the new code and comprehensive plan accessible and interactive with the public.
•Staff Training. The Consultant shall provide resources to assist City staff with implementation of the new code through a ‘start-up’ period not to exceed one year after implementation of the new code.
