Notice is hereby given that on December 8, 2025, the Common Council of the City of Scottsburg, Indiana, adopted Ordinances No. 2025-22, 2025-23, and 2025-24.

The property that is subject to Ordinance 2025-22 is owned by Elevation Church Ministries Inc. and located generally at 656 S. Boatman Rd., Scottsburg, IN 47170, being further identified as Parcel No. 72-04-23-400-026.011-007 and 72-04-23-400-026.008-007 (the “Elevation Church Territory”). The Elevation Church Territory is currently located outside of the corporate boundaries of the City of Scottsburg and is being annexed into the City upon petition of 100% of the landowner(s) within the annexation area and may be annexed pursuant to Ind. Code § 36-4-3-5.1.

Code § 36-4-3-5.1.

The property that is subject to Ordinance 2025-24 is owned by Land Sites Properties LLC and located generally at 1402 W. State Road 56, Scottsburg, IN 47170, being further identified as Parcel No. 72-04-24-130-004.000-007 (the “Land Sites Territory”). The Land Sites Territory is currently located outside of the corporate boundaries of the City of Scottsburg and is being annexed into the City upon petition of 100% of the landowner(s) within the annexation area and may be annexed pursuant to Ind. Code § 36-4-3-5.1.

NOTICE TO BIDDERS

Notice is hereby given that the City of Salem herein referred to as the Owner, will receive sealed bids for the 2026 Community Crossings Matching Grant – Application #15002, located in the City of Salem, Washington County, Indiana. 

Sealed bids are invited and may be forwarded by mail, other courier service or in person to the City of Salem, Attn: Clerk Treasurer, 201 East Market Street Suite 101, Salem, IN 47167 until 10:00 am on January 7, 2026. Bids received after such hour will be returned unopened. Bids will be opened and publicly read aloud at this time. Bids will then be taken under advisement for review by the owner and engineer.

The contract will consist of the following: 

2026 CCMG – Jackson Street from Elm Street to SR 160 in the City of Salem.

Complete sets of bidding documents may be viewed at www.hwcplanroom.com. Electronic bidding documents are available for download at www.hwcplanroom.com for a non-refundable fee of $25.00. A hard copy of the bidding documents may be ordered at www.hwcplanroom.com. The bidder will be charged for printing and shipping costs for the hard copies. 

Each bid must be enclosed in a sealed envelope bearing the title of the Project and the name and address of Bidder. All bids must be submitted on the bid forms as identified in the Contract Documents. 

Each bid shall be accompanied by a certified check or acceptable bidder’s bond made payable to the Owner, in a sum of not less than five percent (5%) of the total amount of the bid, which check or bond will be held by the Owner as evidence that the bidder will, if awarded the contract, enter into the same with the Owner upon notification from him to do so within ten (10) days of said notification.

Approved performance and payment bonds guaranteeing faithful and proper performance of the work and materials, to be executed by an acceptable surety company, will be required of the Contractor at the time he executes his contract. The bond will be in the amount of 100% of the Contract Price and must be in full force and effect throughout the term of the Construction Contract plus a period of twelve (12) months from the date of substantial completion.

The Owner reserves the right to reject any bid, or all bids, or to accept any bid or bids, or to make such combination of bids as may seem desirable, and to waive any and all informalities in bidding. Any bid may be withdrawn prior to the above scheduled time for the opening of bids or authorized postponement thereof. Any bid received after the time and date specified shall not be considered. No bid may be withdrawn after the scheduled closing time for receipt of bids for at least sixty (60) days.

The Owner may make such investigations as deemed necessary to determine the ability of the Bidder to perform the work and the Bidder shall furnish to the Owner all such information and data for this purpose as the Owner may request.  The Owner reserves the right to reject any bid if the evidence submitted by, or investigation of, such Bidder fails to satisfy the Owner that such Bidder is properly qualified to carry out the obligations of the Agreement and to complete the work contemplated therein.

Bids shall be properly and completely executed on bid forms included in the Contract Documents. Bids shall include all information requested by Indiana Form 96 (Revised 2013) included in the Contract Documents.

If project is $150,000 or more – State of Indiana requirement as of 7/2018, Bidder is required to submit with bid a written plan for an employee drug testing program that complies with IC 4-13-18-5 and IC 4-13-18-6.

Each Bidder is responsible for inspecting the Project site(s) and for reading and being thoroughly familiar with the Contract Documents and Specifications.  The failure or omission of any Bidder to do any of the foregoing shall in no way relieve any Bidder from any obligation with respect to its Bid.

ADVERTISEMENT FOR BIDS 

Notice is hereby given that sealed bids will be received by The City of Scottsburg, Scott County, Indiana for a roadway paving and stormwater drainage project. The project is called the “Scottsburg Paving CCMG 2025-02”. Sealed bids shall 

be delivered to the Town by 5:30 p.m. local time on Monday the 26th day of January, 2026 to Scottsburg City Hall, 821 S. Lake Road South, Scottsburg, IN 47170.  Sealed bids shall clearly be labeled in the lower right-hand corner as “Scottsburg Paving CCMG 2025-02 – Bid”. 

The project involves replacing existing culverts under 2nd Street and 3rd Street, regrading the ditch adjacent to High Street, and milling and repaving High Street and its associated intersections. The project also includes paving Bond Street and Thomas Street as shown on the exhibit. 

Bids shall be opened and publicly read aloud at 5:30 p.m. on the 26th day of January, 2026 at the monthly City Council Meeting.

The bids shall be unit price for all work shown on the plans and called for in the specifications and as detailed on the bid forms and in the information for bidders.

The qualified Contractor to whom the work is awarded shall furnish, within ten (10) days after the date of said contract award and before commencing work, certificates of all insurance required.

The Owner reserves the right to reject any proposal, or all proposals, or to accept any proposal or proposals, or to make such combination of proposals as may seem desirable, and to waive any, and all informalities in bidding.  Any proposal may be withdrawn prior to the above scheduled time for the opening of proposals or authorized postponement thereof.  Any proposal received after the time and date specified shall not be considered.  No proposal may be withdrawn after the scheduled closing time for receipt of bids for at least ninety (90) days.

A conditional or qualified Bid will not be accepted.

Award will be made to the lowest, responsive, responsible bidder.

All applicable laws, ordinances, and the rules and regulations of all authorities having jurisdiction over construction of the project shall apply to the project throughout.

ADVERTISMENT FOR BIDS

The Scott County Board of Commissioners will receive sealed bids at the Scott County Auditor’s office 1 east McClain AVE, Scottsburg IN 47170 until 4:00 P.M. local time on January 7, 2026, for chip and seal project on various county roads. The documents including specifications are on file for public inspection and may be procured for bidding purposes at the SCOTT COUNTY HIGHWAY DEPARTMENT 1011 South Main Street Scottsburg, IN 47170 

Bids received after the specified date and time shall be returned unopened.  Bids will be publicly opened and read aloud at 5:00 P.M. local time on January 7, 2026, at the Scott County Auditor Office, 1 East McClain Ave, Scottsburg, IN 47170.  No bidder may withdraw their proposal for a period of sixty (60) days after the date of opening. 

Bids shall be submitted on forms prescribed by the Scott County Board of Commissioners, which may be obtained from the Scott County Highway Department.  Each bid item shall be marked to correspond with this legal notice and shall be submitted separately.  Each bid shall be accompanied by a surety bond or certified check in a sum equal to ten percent (10%) of the total bid.  Each bidder shall fill out a non-collusion affidavit as part of their proposal.  

The Contractor awarded the work will be required to furnish an acceptable Surety Bond in the amount of one hundred percent (100%) of the contract price. As part of the bid, bidders must demonstrate experience in chip and seal and provide references for five (5) previously completed projects similar in nature.

The Scott County Board of Commissioners reserves the right to reject any and all bids or to waive any informalities in the bids.
