Notice is hereby given that the Economic Development Commission for the City of Salem, Indiana (the “Commission”) will hold a public hearing pursuant to Indiana Code § 36-7-12-24 at 10:00 a.m. Eastern Time on October 10, 2025, at the Salem City Hall, 201 East Market Street, Salem, Indiana, regarding: (i) the proposed financing of a portion of a project to be developed by Receveur Real Estate, LLC (the “Borrower”) consisting of the construction of four (4) multi-family residential facilities containing a total of fifty (50) units and related improvements (the “Project”) in the City of Salem, Indiana (the “City”); (ii) the issuance of City of Salem, Indiana Economic Development Revenue Bonds of 2025 (Federally Taxable – Mason Manor Project) (the “Bonds”) in the aggregate principal amount not to exceed Two Million Dollars ($2,000,000) to be loaned to the Borrower and used for the construction of the Project and for paying the cost of issuance of the Bonds; (iii) to provide a reasonable opportunity for interested individuals to express their views on the proposed issuance of the Bonds and the location and nature of the Project proposed to be financed; and (iv) to determine whether said financing will have an adverse competitive effect on any similar facilities already constructed or operating in or near the City.
The Bonds will be issued by the City pursuant to Indiana Code 36-7-11.9, 36-7-12 and an ordinance adopted by the Common Council for the City (the “City Council”). The Bonds will not be a general obligation of the City. The Bonds will be solely payable, first, from revenue derived from the Mason Manor Allocation Area located within Salem Economic Development Area Number Two, which the Salem Redevelopment Commission has previously pledged toward the repayment of the Bonds; and, then, from loan payments by the Borrower. The specific terms and provisions of the Bonds will be as provided in the Loan Agreement, the Note, the Trust Indenture (collectively, the “Financing Agreements”), and an authorizing ordinance to be considered by the City Council.
The public is invited to attend and comment on any of the matters herein noted, and all taxpayers, residents or interested parties who appear will be given a reasonable opportunity to express their views, both orally and in writing, on the proposed issuance of the Bonds and the location and nature of the Project to be financed. If you are unable to attend the public hearings, written comments concerning any of the matters herein noted may be addressed to the Economic Development Commission for the City of Salem, Indiana, c/o President, 201 East Market Street, Salem, Indiana 47167, and must be received no later than 10:00 a.m. on October 10, 2025.
If the Commission shall find for itself and on behalf of the City that the proposed financing will be of benefit to the health and welfare of the City and complies with the purposes and provisions of Indiana Code 36-7-11.9 and 36-7-12, the Commission will adopt a resolution approving (i) the proposed financing and the form of the Financing Agreements, including the Bonds, in the maximum aggregate principal amount of $2,000,000 and (ii) a proposed ordinance to be submitted by the Commission to the City Council for consideration.

Notice is hereby given that the Salem Redevelopment Commission (“Redevelopment Commission”), an instrumentality of the City of Salem, Indiana (the “City”), will receive sealed Request for Proposals/Qualifications (“RFPQ”) proposals/offers for a public-private agreement related to the potential designing, constructing, operating, transferring and developing of new road and utility infrastructure pursuant to the applicable provisions of the Indiana Code, including, but not limited to, Indiana Code Section 5-23. ADVERTISEMENT FOR BIDS
Notice is hereby given, that the City of Scottsburg, Scott County, Indiana by and through its City Council, hereinafter referred to as the Owner, will receive sealed bid packets for the construction of Water Utility Improvements, Division A – Distribution System Improvements. Sealed bids must be received by the City of Scottsburg, mailed or hand delivered to Scottsburg City Hall, 821 S. Lake Rd. South, Scottsburg, IN 47170, no later than 1:00 p.m. (local time) on October 21, 2025, at which time the Bids received will be publicly opened and read. Bids received after such hour will be returned unopened. Each bid must be enclosed in a sealed envelope bearing the title of the Project as well as the name and address of Bidder. All interested citizens are invited to attend and should any citizens require special provisions, such as handicapped modifications or non-English translation personnel, the City will provide such provisions as long as the request is made by October 14, 2025.
The Project will be constructed of one contract division which is defined and outlined as follows:

Contract Division A will consist of the replacement of existing water lines with a new 8″ water main inside the Town limits. Included will be all connections, service lines, hydrants, valves, appurtenances and surface replacements.

Bidding Documents may be obtained from the Issuing Office as follows: (1) purchase by download at midwesterneng.com/planroom – $150.00 per Division, (2) purchase paper-bound Bidding Documents via in-person pick-up or via mail. The non-refundable cost of printed Bidding Documents is $400.00 per Division, payable to Midwestern Engineers, Inc. Upon receipt of payment, printed Bidding Documents will be sent via the prospective Bidder’s delivery method of choice; the shipping charge will depend on the shipping method chosen. The date that the Bidding Documents are transmitted by the Issuing Office will be considered the prospective Bidder’s date of receipt of the Bidding Documents. Partial sets of Bidding Documents will not be available from the Issuing Office. Neither Owner nor Engineer will be responsible for full or partial sets of Bidding Documents, including Addenda if any, obtained from sources other than the Issuing Office.
The work to be performed and the bid to be submitted shall include sufficient and proper sums for all general construction, mechanical installation, labor, materials, permits, licenses, insurance, and so forth incidental to and required for the construction of the facilities.
Each bid must be enclosed in a sealed envelope bearing the title of the Project and the name and address of Bidder. All bids must be submitted on the bid forms as identified in the Contract Documents and Specifications.
Each bid shall be accompanied by a certified check or acceptable bidder’s bond made payable to the Owner, in a sum of not less than five percent (5%) of the total amount of the highest aggregate bid, which check or bond will be held by the Owner as evidence that the bidder will, if awarded the contract, enter into the same with the Owner upon notification from him to do so within ten (10) days of said notification.
Approved performance and payment bonds guaranteeing faithful and proper performance of the work and materials, to be executed by an acceptable surety company, will be required of the Contractor at the time of contract execution. The bonds will be in the amount of 100% of the Contract Price and must be in full force and effect throughout the term of the Construction Contract plus a period of twelve (12) months from the date of substantial completion.
The Owner reserves the right to reject any bid, or all bids, or to accept any bid or bids, or to make such combination of bids as may seem desirable, and to waive any and all informalities in bidding. Any bid may be withdrawn prior to the above scheduled time for the opening of bids or authorized postponement thereof. Any bid received after the time and date specified shall not be considered. No bid may be withdrawn after the scheduled closing time for receipt of bids for at least ninety (90) days.
A conditional or qualified Bid will not be accepted.
Award will be made to the low, responsive, responsible bidder. The low, responsive, responsible bidder must not be debarred, suspended, or otherwise be excluded from or ineligible for participation in federally assisted programs under Executive Order 12549.
All applicable laws, ordinances, and the rules and regulations of all authorities having jurisdiction over construction of the project shall apply to the project throughout.
Bids shall be properly and completely executed on bid forms included in the Specifications. Bids shall include all information requested by Indiana Form 96 (Revised 2013) included with the Specifications. Under Section III of Form 96, the Bidder shall submit a financial statement. A copy of the proposed Financial Statement to be submitted with the bid is included in the bid documents section to these specifications. The Owner may make such investigations as deemed necessary to determine the ability of the Bidder to perform the work and the Bidder shall furnish to the Owner all such information and data for this purpose as the Owner may request. The Owner reserves the right to reject any bid if the evidence submitted by, or investigation of, such Bidder fails to satisfy the Owner that such Bidder is properly qualified to carry out the obligations of the Agreement and to complete the work contemplated therein.
Each Bidder is responsible for inspecting the Project site(s) and for reading and being thoroughly familiar with the Contract Documents and Specifications. The failure or omission of any Bidder to do any of the foregoing shall in no way relieve any Bidder from any obligation with respect to its Bid.
Wage rates on the project shall not be less than the federal wage scale published by the U.S. Department of Labor.
Bidders on this work shall be required to comply with the provisions of the President’s Executive Order No. 11246, as amended. The Bidders shall also comply with the requirements of 41 CFR Part 60 – 4 entitled Construction Contractors – Affirmative Action Requirements. A copy of 41 CFR Part 60 – 4 may be found in the Supplemental General Conditions of the Contract Documents and Specifications.
Bidders shall be aware of the requirements set by the Bipartisan Infrastructure Law of 2021, which mandate that all iron and steel, manufactured products, and construction materials used in a federal project must be produced in the United States. Pursuant to HUD’s Notice, “Public Interest Phased Implementation Waiver for FY 2022 and 2023 of Build America, Buy America Provisions as Applied to Recipients of HUD Federal Financial Assistance” (88 FR 17001), any funds obligated by HUD on or after the applicable listed effective dates, are subject to BABA requirements, unless excepted by a waiver.
The Bidders attention is also called to the “Minority/Women Owned Business Participation” and “Indiana Veteran Owned Small Business Program” requirements contained in the Project Specifications. The State of Indiana has set a goal of 10% participation for minority and women owned businesses and 3% participation of veteran owned businesses for construction or purchase related contracts for the work.
The Contractor must meet guidelines and practices established by the Indiana Office of Community and Rural Affairs and appropriate federal regulations including: 1) Executive Order 11246, 2) Section 3 of the Housing and Community Development Act of 1968, as amended, 3) Certification of Non-Segregated Facilities, 4) OMB Circular A-102, 5) Title VI of the Civil Rights Act of 1964, 6) Section 504, Rehabilitation Act of 1973, 7) Age Discrimination Act of 1975, 8) Executive Order 12138, 9) Conflict of Interest Clause, 10) Retention and Custodial Requirements for Records Clause, 11) Contractors and Subcontractors Certifications, 12) Build America, Buy America Act (BABAA) requirements under Title IX of the Infrastructure Investment and Jobs Act (“IIJA”), Pub. L. 177-58, 13) OMB’s Memorandum M-24-02; Implementation Guidance on Application of Buy America Preference in Federal Financial Assistance Programs for Infrastructure, 14) U.S. Housing and Urban Development CPD Notice 23-12; CPD Implementation Guidance for the Build America, Buy America Act’s domestic content procurement preference as part of the Infrastructure Investment and Jobs Act and others that may be appropriate or necessary.
Contract procurement is subject to the federal regulations contained in the OMB Circular A-102, Sections B and O and the State of Indiana requirements contained in IC-36-1-9 and IC-36-1-12.

YMCA Childcare and Community Center Expansion Project
I. PROJECT INTRODUCTION
The Washington County Family YMCA capital expansion project was launched to meet critical child care needs in Washington County and the surrounding area. This project includes the addition of a childcare facility and indoor recreation space at the current YMCA location in Salem, Indiana. The intended outcome and regional impact of this project is to provide affordable, high-quality child care, improving quality of life and economic stability as well as offer high quality indoor recreation opportunities in Washington County and the Our Southern Indiana region.
In accordance with Indiana Code 5-23-5, the Washington County Family YMCA invites any and all qualified parties to submit Proposals and Statements of Qualifications to provide design, construction, operations, management, maintenance, and financing for the childcare facility and indoor recreation space (the “YMCA Childcare and Community Center Expansion Project”) in the Washington County Family YMCA (“YMCA”).

II. PROJECT SCOPE
Description:

The selected operator’s scope of work shall include design, permitting, construction, and operation of the YMCA Childcare and Community Center Expansion project. The ultimate scope of operations will be further defined through the scoping period after selection.
•Project Schedule/Benchmarks:
The project expects to have a swift scoping period to meet the pressing childcare and indoor recreational space needs of the region.
General:
•Selected Proposer will provide all services necessary to scope, design, permit, contract, finance, construct, and operate the YMCA Expansion project via public-private partnership with the Washington County Family YMCA.
•Please note that the final scope, budget, design, and financing will be determined during a scoping period, and the final approval of the Project by the Washington County Family YMCA will not occur until the scoping period deliverables have been satisfactorily completed by the selected Proposer including development of a construction budget for the Project. The Washington County Family YMCA reserves the right to proceed with the Project or to cancel the Project at any time in its sole discretion.
•Proposers must have the ability and/or capacity to provide both construction and financing for the YMCA Childcare and Community Center Expansion.
III. PROPOSAL EVALUATION
The Washington County Family YMCA may, in its sole discretion, form a committee to review proposal submissions. The criteria to be utilized in evaluating proposals is as follows:
•Proposed project timeline and strategy (20 pts)
•Ability to furnish and perform necessary engineering and design services for site infrastructure and building construction, including engineering and permitting for Indiana Department of Natural Resources, Indiana Department of Environmental Management, and any other Federal, State, and/or local agency (20 pts)
•Your experience developing and constructing similar projects (20 pts)
•Your demonstrated ability and capacity to develop the project, full site development, site work, installation of public infrastructure to City and County specifications, and ability to self-perform more than 50% of the site work, infrastructure, and building construction (20 pts)
•Local and regional understanding of the needs of the Washington County Family YMCA and its members demonstrated through community involvement, active YMCA participation, and/or philanthropic presence in the Washington County Family YMCA and its operations (20 pts)
IV. PROPOSALS
Please respond to the following requests:
•Identify other projects you have financed, constructed, and/or operated via public-private partnership. Include names, telephone numbers, and addresses to be used as references relative to the listed projects.
•A proposed schedule for the project, acknowledging the schedule and benchmark dates to start and complete scoping, design, permitting, close on financing, start and complete construction, and commence operations.
•A description of the project team, including project lead and construction team as well as a potential project operator entity, if known at the time of submittal, or proposed method for search and selection thereof.
•The scoping process may be intense and swift. Please identify fees (or your method of determining fees, such as hourly rates, monthly retainer, etc.) that may be requested during this process.
•A description of your approach to scoping and pricing a project of this type, including detail regarding how you would coordinate with design professionals to provide cost and constructability feedback, methods for interfacing with subcontractors and suppliers to arrive at a construction budget, development fee assumptions, cost modeling system/approach, and examples of ways in which you have proactively employed strategies and solutions for managing construction costs on prior projects. Any material claimed to be proprietary in nature should be clearly identified as such in the proposal.
V. GENERAL CONDITIONS
It shall be understood:
•The Washington County Family YMCA reserves the right to reject any and all Proposals/Statements of Qualifications at its sole discretion.
•The Washington County Family YMCA does require you to submit evidence of financial responsibility with your proposal.
•All Proposers will be accorded fair and equal treatment with respect to any opportunity for discussion and revision of proposals. The “contact” may enter into discussions with Proposers to clarify and assure a full understanding of proposals.
•The Washington County Family YMCA may refuse to disclose the contents of Proposals/Statement of Qualifications during discussions with eligible Proposers.
