Notice is hereby given to the taxpayers of Jackson County, Indiana, that the proper legal officer of Jackson County at their regular meeting place at Jackson County Courthouse Annex, at 8:00 a.m. on the 20th day of August, 2025, will consider the following appropriations in excess of the budget for the current year.

NOTICE OF ADOPTION OF FLOOD DAMAGE PREVENTION ORDINANCE

FOR THE TOWN OF MEDORA, INDIANA

Taxpayers, property owners, and other interested parties in the Town of Medora, Indiana (“Town”) are hereby notified that the Town Council adopted an ordinance regarding flood damage prevention on July 14, 2025.  The ordinance contains fines and penalties for violations.  The effective date of the ordinance is July 15, 2025.

ORDINANCE NO. 2025 – 2

An Ordinance establishing an ordinance to prevent flood damage within the Town of Medora, Indiana.

WHEREAS, The Town of Medora, Indiana, hereby establishes and adopts a flood damage prevention ordinance.

NOW, BE IT ORDAINED BY THE TOWN COUNCIL OF THE 

TOWN OF MEDORA, INDIANA:

An ordinance setting forth standards to promote the health, safety, and general welfare and minimize public and private losses due to flood conditions in specific areas of the Town of Medora, Indiana, was passed by the Town Council on July 14, 2025, as Ordinance Number 2025-2.  The ordinance contains fines and penalties.

ADOPTED BY THE TOWN COUNCIL this 14th day of July, 2025.

Scottsburg Redevelopment Commission, Scottsburg, Indiana

Fire Safety Improvements Project

Pursuant to Ind. Code §5-23-5-9, notice is hereby given that the Scottsburg Redevelopment Commission of the City of Scottsburg, Indiana (the “Commission”), will hold a public hearing on August 13, 2025, at 8:30AM, at the Scottsburg City Hall, 2 E. McClain Avenue, Scottsburg, IN  47170, concerning the recommendation to award a public-private agreement for the design, construction, operation, and transfer of fire safety improvements to include the construction of a new fire station and the renovation of an existing fire station located in Scottsburg, Indiana (the “Project”), in accordance with Ind. Code  §5-23 (the “BOT Statute”).

Pursuant to the BOT Statute, the Commission issued a request for proposals and qualifications for the design, construction, operation, and transfer of the Project. After review and analysis of proposals received, a recommendation has been made to the Commission to award the public-private agreement to GM Development Companies LLC of Springport, IN.  Copies of the proposals and a written explanation of the basis upon which the recommendation is being made are with the Commission and are available for public inspection and copying at City Hall, 2 E. McClain Avenue, Scottsburg, Indiana, by appointment made by calling Jill Baker, Mayor’s Assistant, 812-752-3169 ext. 233.  Appointments with members of the Redevelopment Commission may also be made at the same phone number and address.  City Redevelopment Commission members are:  Tom Lewis, Marsha Miller Smith, Rick Cozart, Tim Hall and Perry Hays.  The public is invited to comment on any of the matters herein noted, and all taxpayers, residents, or interested parties who appear will be given a reasonable opportunity to express their views on the recommendation.

Owners of real property, and registered voters residing in, Scott County School District 1 (the “School Corporation”), are hereby given notice that the Board of School Trustees of the School Corporation (the “Board”), having held meetings and two separate public hearings pursuant to Indiana Code 6-1.1-20-3.1 and Indiana Code 5-3-1, on July 21, 2025, at 6:30 p.m. in the Central Office, 255 Hwy 31 South, Austin, Indiana 47102, adopted a resolution (the “Resolution”) making a preliminary determination (a) that a need exists for capital improvements in order to maintain the facilities of the School Corporation, including but not limited to roof repairs to the middle/high school, parking lot improvements at all school facilities, new lockers at the middle/high school, outdoor facilities upgrades at all school facilities, elementary school improvements and HVAC improvements at the middle/high schools, and all related improvements in connection therewith (collectively, the “Project”), and (b) to the extent permitted by law to take all of the necessary steps to finance all or a portion of the costs of all, of the Project by entering into a proposed amendment to lease (the “Lease”) between the Scott County 1998 School Building Corporation, an Indiana school building corporation, as lessor (the “Building Corporation”), and the School Corporation, as lessee, relating to all or any portion of the school facilities operated by the School Corporation.  If a Lease is entered into, the Building Corporation will issue one or more series of ad valorem property tax first mortgage bonds secured by and payable from the lease payments under the proposed Lease (the “Bonds”).

The total maximum original aggregate principal amount of the Bonds will not exceed $2,600,000.  The maximum term for the Lease will not exceed twenty-five (25) years.  Based on the estimated interest rates that will be paid in connection with the Bonds of 2.00% to 6.00%, the total interest cost associated therewith, is $822,550, not taking into account any funds of the School Corporation or Building Corporation being available for capitalized interest.  The maximum annual lease rental to be paid by the School Corporation under the Lease is $500,000 and the maximum total lease rental over the term of the Lease is $3,710,000, not taking into account any funds of the Building Corporation available for capitalized interest.

The School Corporation’s certified total debt service fund tax levy for 2025 (which is the most recent certified tax levy) is $2,021,041 and the School Corporation’s debt service fund tax rate for 2025 (which is the most recent certified tax rate) is $0.8839 per $100 of assessed value ($0.4320 Non-Exempt Debt Service Fund and $0.4519 Exempt Capital Referendum Fund). The School Corporation’s estimated total debt service fund tax levy for 2026 is $2,081,208 and the School Corporation’s estimated debt service fund tax rate for 2026 is $.8921 per $100 of assessed value.  The estimated total maximum debt service fund tax levy for the School Corporation and the estimated total maximum debt service fund tax rate for the School Corporation after the issuance of the Bonds is anticipated to occur no earlier than 2026 and will be $722,208 (Non-Exempt Debt Service Fund) and $1,611,000 (Exempt Capital Referendum Fund), and $.3654 (Non-Exempt Debt Service Fund) and $.6244 (Exempt Capital Referendum Fund), per $100 of assessed value, respectively, as a result of the payment of the lease rentals under the Lease.  The percent of the School Corporation’s outstanding long term debt after the issuance of the Bonds, together with the outstanding long term debt of other taxing units that include any of the territory of the School Corporation, compared to the net assessed value of taxable property within the School Corporation is approximately 14.47%.

The estimated completion date of the Project is two (2) years after issuance of the Bonds.

The estimated amount of the School Corporation’s total debt service levy and rate that will result during the following 10 years if the School Corporation enters the Lease, after also considering any changes that will occur to the debt service levy and rate during that period on account of any outstanding bonds or lease obligations that will mature or terminate during that period is as follows:
