RE: Campaign Finance Requirement Effective July 1, 2025
Dear Elected Officials,
Effective July 1, 2025, Indiana state law will require all elected officials who earn more than $5,000 per year to have an active candidate’s committee open for the entire duration of their term in office.
This requirement comes from a change to the definition of “candidate” in House Enrolled Act 1679, Section 1, passed during the 2025 legislative session. The law clarifies that all current officeholders subject to campaign finance reporting must open and maintain a campaign finance committee and file CFA-4 reports at least annually, even if no campaign activity occurs.
If you do not currently have an open candidate’s committee on file, you must file a CFA-1 (Statement of Organization) with the Scott County Election Board in the Scott County Clerk’s Office no later than Friday, July 11, 2025, at 12:00 p.m.
Reports filed may show $0 in activity, but the committee must still remain open and in compliance with all filing deadlines.
