NOTICE OF ADOPTION OF ORDINANCE [2025-9]

AN ORDINANCE ANNEXING CERTAIN REAL ESTATE INTO THE CITY OF SALEM, WASHINGTON COUNTY, INDIANA PURSUANT TO PETITION FOR VOLUNTARY ANNEXATION

Notice is hereby given that on June 9, 2025, the Common Council (the “Council”) of the City of Salem, Washington County, Indiana, (the “City”) adopted Ordinance 2025-9, An Ordinance Annexing Certain Real Estate Into the City Pursuant To A Petition For Voluntary Annexation (the “Annexation Ordinance”).  The property subject of this Annexation Ordinance consists of approximately 30.66 acres of land located on Martinsburg Road in Washington County, Indiana, identified as Parcel Nos. 88-24-20-000-002.000-021 and 88-24-21-000-005.000-021 (the “Annexation Territory”). The Annexation Territory is currently located outside of the corporate boundaries of the City and is being annexed into the City subject to a Petition for Voluntary Annexation.  All 100% of the owners of the Annexation Territory have executed the Petition for Voluntary Annexation into the City pursuant to I.C. 36-4-3-5.1.  A complete copy of the Annexation Ordinance and the related Fiscal Plan Resolution for the Annexation Territories, and all other related documents are available for inspection during regular business hours at the Office of the City Clerk-Treasurer in the City of Salem Government Building at 201 E. Market Street, Salem, Indiana 47167.

TO: April Finley

April Finley is notified that a petition for adoption of a child, named Dawson William Vetter, born on November 20, 2017, was filed in the office of the clerk of the Scott Superior Court, One East McClain Avenue, Scottsburg, Indiana 47170 by Diane Michelle Vetter. The petition for adoption alleges that the consent to adoption of April Finley is not required because she has failed without justifiable cause to communicate with Dawson William Vetter, is unfit to be a parent to Dawson William Vetter and it would be in Dawson William Vetter’s best interest for the Court to dispense with her consent and/or that April Finley has abandoned Dawson William Vetter.

If April Finley seeks to contest the adoption of the child, Dawson William Vetter, April Finley must file a motion to contest the adoption in accordance with IC 31-19-10-1 in the above named court not later than fifteen (15) days after the date of service of this notice.

If April Finley does not file a motion to contest the adoption within fifteen (15) days after service of this notice the above-named court will hear and determine the petition for adoption. The consent to adoption of April Finley will be irrevocably implied and April Finley will lose the right to contest either the adoption or the validity of April Finley’s implied consent to the adoption.

No statement made to April Finley relieves April Finley of April Finley’s obligations under this notice.

This notice complies with IC 31-19-4.5-3 but does not exhaustively set forth a person’s legal obligations under the Indiana adoption statutes. A person being served with this notice should consult the Indiana adoption statutes.
