1. Introduction
The Jackson County Chamber Foundation is seeking proposals from qualified vendors to design, fabricate, and install exterior signage to enhance the visibility and branding for the SPARK Shop Coworking Studio, located at 301 E. Second St., Seymour, IN. The project includes two facade-mounted, cutout signs on the building exterior. This RFP outlines the scope of work, requirements, and submission guidelines for prospective vendors.
2. Project Overview
The goal of this project is to create visually appealing, durable, and professional exterior signage that reflects SPARK Shop and Chamber’s brand identity and improves visibility for visitors and passersby. The signage must be high-quality, weather-resistant, and compliant with local zoning and permitting regulations, as well as building code requirements.
Scope of Work
The project includes the following components:
Two Wall-Mounted Cutout Signs:
-Location: Exterior walls of the SPARK Shop building (see attached architectural elevation). “SPARK” logo along with the tagline “Coworking Studio” located on the south side of the southwest corner of the building. “Jackson County Chamber” logo located on the west side of the southwest corner of the building.
-Design: Custom cutout letters or logo reflecting SPARK Shop and Chamber’s branding (modern, clean, professional aesthetic).
-Materials: Durable, weather-resistant materials (e.g., aluminum, acrylic, or composite) suitable for outdoor use.
-Approximate sizes: 6’6″ x 16′ (SPARK) and 2’x 7′-0″ (Chamber).
-Installation: Securely mounted to the building exterior, with appropriate hardware to withstand wind and weather.
-Lighting: Include proposal for subtle external illumination (e.g., LED backlighting, LED spotlights) to enhance nighttime visibility. An electrical junction box is in the plan for both sign locations.
Additional Requirements:
-All signage must align with SPARK Shop and Chamber brand guidelines (logo, colors, fonts to be provided upon selection).
-Vendor is responsible for obtaining and complying with all necessary permits and local regulations, and applicable building codes.

– Experience and Qualifications (25%): Vendor’s expertise, references, and ability to deliver high-quality signage.
– Cost (20%): Competitiveness and clarity of the proposed budget.
-Timeline (15%): Feasibility and efficiency of the proposed schedule.
– Compliance and Maintenance (10%): Adherence to regulations and inclusion of a maintenance plan or warranty.

NOTICE TO BIDDERS
The Scott County Assessor will receive sealed bids for the services listed below at the Scott County Auditor’s Office, Scottsburg, Indiana until NOON EST on the 30th of May 2025. The bids will be publicly opened by the Commissioners during their meeting on June 4th, 2025.
The Scott County Assessor will contract for a Professional Appraiser to provide appraisal support for the Cyclical Reassessment for residential, agricultural, commercial, utility, exempt and industrial parcels, New Construction, Annual Adjustments, and Appeal Representation for all classes of property in Scott County.
The Professional Appraiser must be either an individual who is certified under IC 6-1.1-31.7 as a Level III Assessor-Appraiser or a firm whose project supervisor is certified as a Level III Assessor-Appraiser. The professional appraiser must have extensive experience in the use and application of Indiana Assessment Standards and a thorough understanding of the income method of valuation. Potential bidders must also provide a Performance Bond.
Specifications for this project which describe the scope of services to be provided, and other terms and conditions are available in the office of the Scott County Assessor.
The County Assessor reserves the right to accept or reject any bid and to waive any irregularities in bidding. All bids may be held for a period not to exceed 45 days before the contract is awarded, during which time no bid may be withdrawn.
