LEGAL NOTICE

NOTICE OF PUBLIC HEARING

The Board of School Trustees of the Scott County School District 2 will hold a public hearing at its public meeting on May 12, 2025 at 6:00 p.m. in the Board Room at 375 E. McClain Ave., Scottsburg, IN 47170, for the purpose of discussing and receiving public input on a proposed Superintendent contract for Kyle Neukam.  This notice will be posted on the School Corporation’s website.

Summary of Proposed Contract 

•Contract Term:  July 1, 2025 and concluding on June 30, 2028.  The term is automatically extended one (1) school year on July 1, 2027, and then each successive July 1 thereafter, unless a party gives the other written notice on or before the preceding June 30 that the party does not agree to the automatic extension.    

•Contracted Days:  260 days each contract year

•Base Salary:  $153,400

•Duties:  The Superintendent’s duties are established in a job description.   

•Personal Days:  3 days each contract year

•Sick Leave Days:  10 days each contract year 

•Vacation Days:  20 days each contract year 

•Holidays:  The same paid holidays as are provided to other full-time administrators employed by the District.  

•Other Paid and Unpaid Leave:  The Superintendent receives any paid or unpaid leave benefits as are required by law and/or that are provided to other full-time administrators employed by the District.

•Health, Vision and Dental Insurance – The Superintendent may participate in the School Corporation’s health insurance plan under the same terms and conditions as other full-time administrators employed by the District.  The total current annual premium cost to the School Corporation for this benefit is up to $18,249.84.  The Superintendent may participate in the School Corporation’s vision and dental insurance plans at his own cost.   

•Term Life Insurance:  The Board pays all of the premium of a term life policy (except $1.00) with a minimum face value of 150,000.  The total current monthly premium cost to the School Corporation for this plan is $9.50.

•Long Term Disability and AD&D:  The Board pays all of the premium (except $1.00) for the Superintendent’s long term disability and AD&D plans.  The total current monthly premium costs to the School Corporation for both plans combined is $101.83.

•Mileage:  The Superintendent is reimbursed for business travel on the same terms as are provided to other full-time administrators employed by the District.

•Business and Professional Expenses:  Paid by the Board if pre-approved by the Board.

•Annuity:  The Board annually contributes 7% of the Superintendent’s annual salary to an annuity.  The annual cost to the School Corporation is $10,738.

•Teachers Retirement Fund:  The Board pays the employee’s share of TRF.  The annual cost to the School Corporation is $4,602.

•Termination:  The contract may be cancelled or non-renewed in accordance with Indiana law. 

•Indemnification:  The Board indemnifies the Superintendent for actions taken within the scope of employment.  

•Other Benefits:  The Superintendent will receive any other benefits provided to other administrative employees and teachers to the extent such benefits do not conflict with the Superintendent’s contract.

Notice of Availability of ADA Self Evaluation and Transition Plan

Notice is hereby given that Scott County is conducting a self-evaluation of County owned facilities for compliance with the Americans with Disabilities Act (ADA).  Title II of the ADA requires that each of the County’s services, programs, and activities be readily accessible and usable by individuals with disabilities.

Copies of the Draft Self-Evaluation and Transition Plan will be available for public review at the following locations during normal business hours between April 24, 2025 and May 8, 2025.

Notice is hereby given, pursuant to Indiana Code § 5-23-5-9, that the Board of Public Works and Safety of the City of Scottsburg, Indiana (the “Board”) will hold a public hearing to consider and take final action on the proposed award of a public-private agreement (the “Agreement”) for the design, construction, and transfer of improvements associated with the partial remodel and renovation of the Mid-America Science Park, in accordance with Indiana’s Public-Private Agreements Act (Indiana Code § 5-23 et seq.).

The Board will consider the selection of The Hagerman Group, Inc. as the contractor for the Project under the proposed public-private agreement. The Agreement outlines the construction scope, timeline, financial structure, and terms for transfer of the completed improvements to the City. A copy of the proposed Agreement and supporting documentation is available for public inspection at the office of the Clerk-Treasurer at Scottsburg City Hall during regular business hours.

SCOTTSBURG ECONOMIC DEVELOPMENT COMMISSION

NOTICE OF PUBLIC HEARING

The Scottsburg (“City”) Economic Development Commission (“Commission”) will hold a public hearing (“Hearing”) at  3:30 p.m. on May 12, 2025, at the Scottsburg City Hall, Council Chambers, 2 East McClain Avenue, Scottsburg, Indiana, regarding: (i) a proposed financing of the construction and development of certain public infrastructure improvements, including, but not limited to, new roadways, sidewalks, water mains, sanitary sewer mains, stormwater system, street lights, and other infrastructure improvements (collectively, the “Maple Run Improvements”), to support the construction of a single-family residential development, consisting of approximately 75 units in the first phase (the “Development” and, together with the Maple Run Improvements, collectively, the “Project”), in or physically connected to a new housing TIF area located in the southeast quadrant of Scottsburg, generally bounded by Lover’s Lane, and South Main Street, known as the Maple Run Subdivision (“Housing TIF Area”); (ii) the issuance of its Taxable Economic Development Revenue Bonds, Series 202__ (Maple Run Project) (to be completed with the year in which issued and series designation, if any) (“Bonds”), in one or more series, in the aggregate principal amount not to exceed Three Million Five Hundred Thousand Dollars ($3,500,000) to finance the Maple Run Improvements; and (iii) to consider whether this financing will have an adverse competitive effect on any similar facilities already constructed or operating in the City.

The Bonds will be issued by the City pursuant to I.C. 36-7-11.9, 36-7-12, 36-7-14 and 36-7-25, and an ordinance to be adopted by the Common Council of the City (“Ordinance”).  The Bonds will not be payable in any manner by general taxation but will be payable solely from TIF Revenues (as defined in the Ordinance) and Bond proceeds; provided, however, that the Redevelopment Commission will enter into a taxpayer agreement executed by and among the Redevelopment Commission, the City, and the Company (“Taxpayer Agreement”), (each as defined in the Trust Indenture) and as otherwise provided in the Financing and Covenant Agreement, the Trust Indenture, and the Ordinance related to the Bonds.

Proceeds of the Bonds will be used for the construction of the Maple Run Improvements to be located in the Housing TIF Area in the City of Scottsburg, Indiana.

The public hearing is being held pursuant to I.C. 36-7-12-24.  The public is invited to attend and comment on any of the matters herein noted.  Written comments may also be submitted to the Commission until May 9, 2025 at 4:00 p.m., by delivering such comments to the office of the Clerk- Treasurer at the City Hall, 2 East McClain Avenue, Scottsburg Indiana.

SCOTTSBURG REDEVELOPMENT COMMISSION

Notice is hereby given that the Scottsburg Redevelopment Commission (the “Commission”) pursuant to Indiana Code § 36-7-14 et seq., will hold a public hearing to receive public comment and consider the adoption of a Confirmatory Resolution establishing a Residential Housing Tax Increment Financing (TIF) Allocation Area within the City of Scottsburg, Indiana.

The proposed Housing TIF Allocation Area is being established to promote residential development, improve housing options, and support infrastructure investment within the designated area. The boundaries of the proposed allocation area is preliminarily proposed to be located in the vicinity of the southeastern quadrant of Scottsburg, generally bounded by Lovers Lane, and South Main Street Supporting documentation, including the proposed resolution, maps, and the Amended Economic Development Plan, are available for public inspection at the office of the Clerk-Treasurer of the City of Scottsburg during regular business hours at City Hall.

At the public hearing, the Commission will hear all persons interested in the proceedings and will consider written and verbal comments before taking final action on the Confirmatory Resolution. Following the public hearing, the Commission may adopt the Confirmatory Resolution, thereby formally establishing the Housing TIF Allocation Area.

Interested persons are encouraged to attend and participate.
