NOTICE OF ADOPTION OF ORDINANCE 2025-OR-1

REVISION OF FLOOD HAZARD AREAS AND DAMAGE PREVENTION MEASURES

The City of Austin, Indiana, hereby gives notice that on April 8, 2025, the Common Council passed and adopted Ordinance 2025-OR-1, revising the City’s flood hazard areas and damage prevention measures. This action was taken in response to updated Flood Insurance Rate Maps (FIRMs) and Floodplain Management Regulations issued by the Federal Emergency Management Agency (FEMA). These updates are necessary to ensure the City remains in compliance with the National Flood Insurance Program (NFIP).

A full and complete copy of Ordinance 2025-OR-1 is available for public inspection during regular business hours at the office of the Clerk-Treasurer, located at City Hall, 80 W. Main Street, Austin, Indiana 47102.

Highlights of the Ordinance include:

• Adoption of updated scientific data in order to revise floodplain maps;

• Enhanced building and development standards in flood-prone areas;

• Preservation of natural floodplains to reduce dependence on structural flood control;

• Measures to improve eligibility for federal disaster assistance and flood insurance programs;

• Reinforcement of the City’s commitment to public health, safety, and economic resilience by minimizing flood-related risks;

• Inclusion of procedures to allow for site inspections, issuance of stop work orders, and revocation of permits in the event of violations.

NOTICE OF ADOPTION OF AN ORDINANCE REGARDING

USE OF RECREATIONAL VEHICLES IN THE

TOWN OF MEDORA, INDIANA

Taxpayers, property owners, and other interested parties in the Town of Medora, Indiana, are hereby notified that the Town Council adopted an ordinance regarding use of recreational vehicles in the Town of Medora.  The effective date of the ordinance is March 18, 2025. 

ORDINANCE NO. 2025 – 1

AN ORDINANCE REGARDING USE OF RECREATIONAL VEHICLES

IN THE TOWN OF MEDORA, INDIANA

WHEREAS, the Town Council for the Town of Medora, Indiana (“Town”) finds it necessary and prudent to adopt an ordinance regarding the use of recreational vehicles in the Town of Medora, Indiana; and 

NOW, THEREFORE BE IT ORDAINED BY THE TOWN COUNCIL 

OF THE TOWN OF MEDORA, INDIANA:

1. Storage or parking of recreational vehicles is subject to the following conditions: 

a. At no time may anyone occupy or use a parked or stored recreational vehicle for living, sleeping, or housekeeping purposes, except as outlined below. 

b. A property owner may allow a recreational vehicle to park on the owner’s property for up to fifteen (15) consecutive days, but not to exceed thirty (30) total days in any one calendar year to allow a visit by the recreational vehicle’s occupant. 

(i) Exceptions may be made on a case-by-case basis with permission from the Town Council. 

c. No more than one recreational vehicle may be stored or parked outdoors on a residential parcel at any one time. 

d. A recreational vehicle shall not be parked on a parcel without a primary building.

e. The owner of a recreational vehicle may store or park their unoccupied recreational vehicle behind or alongside the primary building in such a manner that no part of the vehicle projects beyond the front of the primary structure. 

f. A recreational vehicle shall not block a sidewalk.

g. A recreational vehicle shall not be used for personal storage. 

h. No permanent structure may be erected or used on any parcel for use with the occupancy of a recreational vehicle, such as porches or storage sheds, or any other structure based around the recreational vehicle. 

i. “Recreational vehicle” shall include RVs, campers, travel trailers or any other towable trailer or vehicle used for recreational purposes. 

2. Any person in violation of the provisions of this section will have twenty-four (24) hours to remove such recreational vehicle once notified of the violation.  Failure to do so will subject the individual to the fines and penalties as specified by this ordinance.  Notice is given when delivered to the property upon which the recreational vehicle is located. 

3. Penalties shall range from a minimum of fifty dollars ($50.00) per day to the statutory maximum of $2,500.00 per day, and may apply to the owner of the recreational vehicle as well as to the real property owner, if the owner is permitting storage or parking in violation of this ordinance.  Penalties may also include towing of the offending recreational vehicle; fines shall still accrue after being towed and while in possession of the Town or towing entity, until collected by the owner or other authorized party. 

4. All other provisions of the Town Code not modified by this ordinance shall remain in full force and effect.

5. This Ordinance shall be in effect from and after its passage by the Town Council in accordance with law.

NOTICE TO BIDDERS

Notice is hereby given that the City of Salem herein referred to as the Owner, will receive sealed bids for the 2025-1 Community Crossings Matching Grant – Application #14292, located in the City of Salem, Washington County, Indiana.

Sealed bids are invited and may be forwarded by mail, other courier service or in person to the City of Salem, Attn: Clerk Treasurer, 201 East Market Street Suite 101, Salem, IN 47167 until 10:00 am on May 1, 2025. Bids received after such hour will be returned unopened. Bids will be opened and publicly read aloud at this time. Bids will then be taken under advisement for review by the owner and engineer.

The contract will consist of the following:

2025-1 CCMG Paving and associated work items of various streets throughout the City of Salem.

A hard copy of the bidding documents may be ordered at www.hwcplanroom.com. The bidder will be charged for printing and shipping costs for the hard copies.

Each bid must be enclosed in a sealed envelope bearing the title of the Project and the name and address of Bidder. All bids must be submitted on the bid forms as identified in the Contract Documents.

Each bid shall be accompanied by a certified check or acceptable bidder’s bond made payable to the Owner, in a sum of not less than five percent (5%) of the total amount of the bid, which check or bond will be held by the Owner as evidence that the bidder will, if awarded the contract, enter into the same with the Owner upon notification from him to do so within ten (10) days of said notification.

Approved performance and payment bonds guaranteeing faithful and proper performance of the work and materials, to be executed by an acceptable surety company, will be required of the Contractor at the time he executes his contract. The bond will be in the amount of 100% of the Contract Price and must be in full force and effect throughout the term of the Construction Contract plus a period of twelve (12) months from the date of substantial completion.

The Owner reserves the right to reject any bid, or all bids, or to accept any bid or bids, or to make such combination of bids as may seem desirable, and to waive any and all informalities in bidding. Any bid may be withdrawn prior to the above scheduled time for the opening of bids or authorized postponement thereof. Any bid received after the time and date specified shall not be considered. No bid may be withdrawn after the scheduled closing time for receipt of bids for at least sixty (60) days.

The Owner may make such investigations as deemed necessary to determine the ability of the Bidder to perform the work and the Bidder shall furnish to the Owner all such information and data for this purpose as the Owner may request. The Owner reserves the right to reject any bid if the evidence submitted by, or investigation of, such Bidder fails to satisfy the Owner that such Bidder is properly qualified to carry out the obligations of the Agreement and to complete the work contemplated therein.

Bids shall be properly and completely executed on bid forms included in the Contract Documents. Bids shall include all information requested by Indiana Form 96 (Revised 2013) included in the Contract Documents.

If project is $150,000 or more – State of Indiana requirement as of 7/2018, Bidder is required to submit with bid a written plan for an employee drug testing program that complies with IC 4-13-18-5 and IC 4-13-18-6.

Each Bidder is responsible for inspecting the Project site(s) and for reading and being thoroughly familiar with the Contract Documents and Specifications. The failure or omission of any Bidder to do any of the foregoing shall in no way relieve any Bidder from any obligation with respect to its Bid.

This Petition requests that the name of Michael Kilpatrick be changed to Michael Irving.
