ORDER AND NOTICE OF PERFORMANCE WORK REQUIRED BY ORDERS FOR CERTAIN PROPERTY LOCATED AT 3111 S. BIG OX ROAD, SCOTTSBURG, INDIANA 47170
Because no action nor response has ever been taken regarding the previous Orders, the required clean up, or abatement of the described property, the Board determined to let public bids for abatement and removal. After public bid to ensure the lowest possible cost associated with the performance of the work, the County determined to accept the lowest and responsible offeror to perform the work.
1. The Orders previously issued under this Cause Number were sent to the property owner, Raleigh Neace, and all interested parties at the following address: 3111 S. Big Ox Road Scottsburg, Indiana 47170;
2. The Board determined to accept the bid provided by Abbott Excavating & Quarry Services, LLC, a licensed contractor capable of performing the work.
The work shall include the clean-up of the property, including removing structures (2 house trailers and outbuilding/shed); removing all debris and garbage piled up on the site; and bush hog vegetation that is necessary to remove to facilitate the clean-up.
3. The work shall be performed at an amount not to exceed $7,500.00, and this amount which represents a reasonable payment for the work performed may be recorded as a lien against all persons having an interest in the property, after a hearing.
4. The bids were opened in public meeting before the Scott County Board of Commissioners.
5. The licensed contractor shall perform this work as soon as practicable to abate the potential harm created by the unsafe premises.

Request for Qualifications (RFQ) for Design – Build Services: SPARK Place – Coworking Space Renovation
I. Introduction
Jackson County Chamber Foundation (“Owner”) is seeking qualified Construction Services Teams (“Team”) to renovate an existing building located at 301 E 2nd St Seymour, IN 47274 into a state-of-the-art coworking space. This space will cater to entrepreneurs and small businesses seeking a collaborative and inspiring environment to develop and launch their businesses.
II. Project Background
SPARK Jackson County is a supportive ecosystem and launchpad for local entrepreneurs, innovators, and remote workers. SPARK Jackson County will do this through educational programming, funding, and a physical coworking space called SPARK Place to converge resources with people.
The mission of SPARK Jackson County is to create a collaborative space that serves as the local hub for educational opportunities and workspace access. SPARK Place will be a focal point, fostering purposeful interactions, facilitating new discoveries, and providing critical education for aspiring entrepreneurs.
In partnership with the Jackson County Council, Seymour Redevelopment Commission and other key stakeholders, SPARK plans to establish a shared-use space near the heart of Historic Downtown Seymour.
SPARK Place will serve as a beacon of innovation and economic growth for Jackson County. It will not only be an ideal location to start a business but also a vibrant place to live and work. This space will attract entrepreneurs and individuals seeking employment in healthcare, manufacturing, and other established industries, thereby enhancing the quality of life for all Jackson County residents, current and future.
The site of SPARK Place is an existing building which was previously operated as a tire shop, known as George’s of Seymour. The approximate square footage of the building is 5372. Owner desires a complete transformation to create a modern, functional, and aesthetically pleasing workspace.
The facility for the Owner’s space will be modeled after Bloomington’s coworking space, The Mill, as well as The Match Box in Lafayette, IN. Each of these spaces has created a thriving entrepreneurship and co-working space. The Mill is an operational guide for SPARK Shop and The Match Box provides design and aesthetic inspiration for the space.
III. Project Goals
•Intentionally design and deliver an inspiring workspace that fosters interaction and networking opportunities between entrepreneurs and small businesses.
•Incorporate sustainable construction elements where feasible.
•Work collaboratively with the Owner and work in the spirit of their mission by supporting the local economy, businesses, and chamber members to the greatest extent possible.
•Deliver a high-quality, functional, and aesthetically pleasing finished product.
IV. Project Scope
Conceptual design and planning for the project, including preliminary layouts, aesthetics, and functional requirements, have already been completed and are included as Attachment A to this RFP. The Design-Build Team will be responsible for the scope of services associated with the continued design and construction of the project, including:
1. Pre-Construction Services
•Project Feasibility Analysis – Evaluate project viability, budget, and constraints.
•Site Analysis & Due Diligence – Conduct surveys, geotechnical investigations, and zoning reviews.
•Conceptual Design & Planning – Develop preliminary layouts, aesthetics, and functional requirements.
•Cost Estimation & Budgeting – Provide preliminary and detailed cost estimates.
•Scheduling & Procurement Strategy – Establish project timeline and sourcing approach.
•Permitting & Regulatory Compliance – Obtain necessary approvals and ensure code compliance.
2. Design Services
•Architectural & Engineering Design – Develop detailed plans for structure, interiors, and systems.
•Structural, Mechanical, Electrical, and Plumbing (MEP) Engineering – Ensure integrated building systems.
•Sustainability & Energy Efficiency Planning – Implement eco-friendly and energy-saving strategies.
•Landscape & Site Development – Outdoor enhancements, site planning, and landscaping.
•Technology & Smart Building Integration – IoT, automation, and security systems integration for the project.
•Value Engineering & Cost Optimization – Identify cost-effective and efficient design alternatives.
3. Construction Services
•Site Preparation & Mobilization – Clear, grade, and prepare the site for construction.
•Construction Management & Execution – Oversee and implement the building process.
•Quality Control & Assurance – Maintain industry standards and best practices.
•Safety & Risk Management – Ensure OSHA compliance and on-site safety protocols.
•Subcontractor Coordination – Manage specialized trades and vendors.
•Progress Monitoring & Reporting – Track project milestones and provide updates.
4. Post-Construction & Closeout Services
•Final Inspections & Testing – Verify compliance with design specifications.
•Occupancy Permits & Handover Documentation – Secure necessary approvals for operation.
•Training & Operation Manuals – Provide guidance for facility maintenance and usage.
•Warranty & Post-Construction Support – Offer ongoing support and defect rectifications.
Preliminary design concepts are included herein as Attachment A. The chamber does not anticipate requesting any significant changes to the layout of the space, unless necessitated by other project factors.
V. Budget
Construction, labor, and design cost are limited to a budget amount of $1.2 million. The established budget is expected to be aided by participation from local vendors and suppliers to the project.
VI. Schedule
Time is of the essence for this project as the Owner desires to have Certificate of Occupancy by late Q3/early Q4. A preliminary schedule has been provided with this RFP for demonstration purposes and it is expected that Design-Build respondents will provide adjustments and changes to the schedule based upon their anticipated timelines. Timelines for design completion and additional adjustments to the number and timing of bid packages is acceptable and expected based upon each design-build team’s preferred methods of implementation.
It is understood that construction timelines could be impacted by materials availability, however the chamber expects those items to be identified early for proactive procurement or evaluation of alternative solutions.
VII. Team Qualifications & Expectations
The ideal Design-Build Team will possess the following qualifications:
•Demonstrated expertise in architectural and engineering excellence to create innovative, creative spaces that spur collaboration and growth.
•Experience factoring in first cost and operational cost to design decisions, evaluating long-term building operational costs, materials selection, and energy efficiency.
•Proven track record of successful project completion on time and within budget, on similar projects (scope, size, complexity) that were delivered as design-build.
•Structured processes for design & construction integration, budget control processes, value engineering, risk management, sustainability, and compliance.
•Comprehensive and alternative scheduling methodology to balance time, budget and quality.
•Established network of reliable subcontractors and vendors. Additional preference for established relationships with Jackson County businesses, vendors, and suppliers.
•Strong communication and collaboration skills geared towards team coordination, reporting, transparency, and conflict resolution.
•Financial stability and ability to provide a performance bond.
VIII. Additional Information
•Post-Award Site Visit: The selected design-build team will be part of a site visit to Match Box in Lafayette, IN, on March 7th. The site visit is expected to last most of the day and is imperative to understanding the overall design-intent and aesthetic the chamber wishes to achieve.
•Bonding: The awarded design-build team will need to provide a performance bond for the project. Respondents are required to show proof of bonding capacity as part of their response to this RFP.
•Insurance Requirements: All teams will need to provide proof of General Liability insurance in the amounts of $1M per occurrence/$2M aggregate, as well as worker’s compensation insurance. Proof of insurance will be required ahead of any award and the Jackson County Chamber Foundation will need to be listed as an additional insured.
•Builder’s Risk: The Jackson County Chamber Foundation will carry the builder’s risk for the project.
IX. Submission Requirements
Interested Teams must submit at least the following information by February 25, 2025 @ 5pm local time:
1. Letter of Interest: Briefly outlining Team’s experience, qualifications, and approach to this project.
2. Team Composition: A list of key team members with their relevant experience and qualifications (resumes may be attached in an Appendix).
3. Project Approach: A general outline of the Team’s approach to this project, including information regarding budget and cost control measures, design and construction integration, budget control processes, risk management, and compliance.
4. Project Schedule & Delivery Plan: A proposed project schedule detailing out timing for design, pre-construction, construction and project close-out activities to achieve the Owner’s objective of achieving occupancy in late Q3/early Q4.
a. Note: The Owner reserves the right and desires to utilize an GMP for the construction cost, in the event it fits within the scheduling objective for delivery in late Q3/early Q4. Schedules should demonstrate the inclusion of the GMP and denote any impacts to the schedule. The Owner is open to hybrid models in addition to the standard structure for GMP implementation.
5. Relevant Project Experience: Examples of at least three (3) similar projects successfully completed by the Team, including brief descriptions, photos, and client references.
6. Financial Information: A demonstration of the Team’s financial stability, including references.
7. Community Engagement & Contribution: A detailed plan outlining how the Design-Build Team will contribute to the project’s positive impact on the Jackson County Chamber, its members, and the surrounding community. This may include proposals for local subcontractor utilization, community outreach programs during design and construction, and/or partnerships with the Chamber to support new businesses within the coworking space.
8. Fee: The Owner desires for the design-build contract to be structed with a fixed rate for design services, and then a cost-plus fee for construction services, with the utilization of a GMP to be established at the conclusion of bidding. Delineation of the fee should be structed as follows in the RFP:
a. Design Fee: A fixed rate for design services for the project.
b. General Conditions: A fixed fee for general conditions. Please include a detailed list of all items covered by the general conditions fee.
c. Cost Plus Percentage: Percentage of total construction cost intended to cover profit and overhead.
X. Selection Process
Owner may shortlist a select number of teams based on the submitted qualifications. Shortlisted teams may be invited to participate in a follow-up interview to discuss their approach to the project in more detail. Owner reserves the right to conduct reference checks and site visits as part of the selection process. Owner also reserves the right to select a design-build partner based upon the information presented during the proposal stage.

ADVERTISEMENT FOR BIDS
Notice is hereby given that the City of Austin, Scott County, Indiana, hereinafter referred to as the Owner, will receive sealed bid packets for the following project:
CITY OF AUSTIN ULTRAVIOLET LIGHT DISINFECTION SYSTEM EQUIPMENT SUPPLY PROJECT
The specifications and accompanying drawings describe the work to be done and the materials to be furnished for the construction of the improvements. The project generally consists of the following:
1. Furnish and deliver a one ultraviolet light disinfection system
2. Startup and operating training for all equipment furnished
Sealed bids may be delivered or forwarded by registered mail, addressed to the City of Austin, Indiana, 82 West Main Street Austin, Indiana 47102 Attention: Clerk Treasurer until 11:00 AM. (local time) on March 5, 2025. Bids received after such hour will be returned unopened. Each Bid must be enclosed in a sealed envelope bearing the title “City of Austin Ultraviolet Light Disinfection System Equipment Supply Project” and the name and address of the Bidder. All bids must be submitted on the bid forms as identified in the Contract Documents and Specifications.
After the hour of 11:00 AM on March 5, 2025, the bids will be publicly opened and read aloud. The place of opening shall be the Austin City Hall, 82 West Main Street, Austin, Indiana 47102.
The contract documents including plans and specifications are on file for public inspection at the following locations:
1. City of Austin, Indiana, 82 West Main Street, Austin Indiana.
2. Heritage Engineering LLC, at 603 N. Shore Drive, Unit 204, Jeffersonville, IN 47130.
Complete copies of the Bid Documents may be obtained by prospective Bidders from Heritage Engineering at 603 N. Shore Drive, Unit 204, Jeffersonville, IN 47130 at no charge. Bidders must be listed Plan Holders with Heritage Engineering to submit a Bid for this Project.
The work to be performed and the bid to be submitted shall include sufficient and proper sums for all general construction, mechanical installation, labor, materials, permits, licenses, insurance, and so forth incidental to and required for manufacturing, supplying and, startup of the equipment.
The Owner reserves the right to reject any bid, or all bids, or to accept any bid or bids, or to make such combination of bids as may seem desirable, and to waive any and all informalities in bidding. Any bid may be withdrawn prior to the above scheduled time for the opening of bids or authorized postponement thereof. Any bid received after the time and date specified shall not be considered. No bid may be withdrawn after the scheduled closing time for receipt of bids for at least sixty (60) days.
A conditional or qualified Bid will not be accepted.
Award will be made to the low, responsive, responsible bidder.
All applicable laws, ordinances, and the rules and regulations of all authorities having jurisdiction over construction of the project shall apply to the project throughout.
Bids shall be properly and completely executed on bid forms included in the Specifications. The Owner may make such investigations as deemed necessary to determine the ability of the Bidder to perform the work and the Bidder shall furnish to the Owner all such information and data for this purpose as the Owner may request. The Owner reserves the right to reject any bid if the evidence submitted by, or investigation of, such Bidder fails to satisfy the Owner that such Bidder is properly qualified to carry out the obligations of the Agreement and to complete the work contemplated therein.
Each Bidder is responsible for inspecting the Project site(s) and for reading and being thoroughly familiar with the Contract Documents and Specifications. The failure or omission of any Bidder to do any of the foregoing shall in no way relieve any Bidder from any obligation with respect to its Bid.
