PUBLIC NOTICE FOR SECOND PUBLIC HEARING
On or about December 20, 2024, the City of Scottsburg intends to apply to the Indiana Office of Community Rural Affairs for a grant from the State Community Development Block Grant (CDBG) Water/Wastewater program. This program is funded by Title I of the federal Housing and Community Development Act of 1974, as amended. These funds are to be used for a water project that will include the following activities: water system improvements. The total amount of CDBG funds to be requested is $700,000. The amount of CDBG funds proposed to be used for activities that will benefit low- and moderate-income persons is $357,000. The Applicant also proposes to expend an estimated $322,300 in non-CDBG funds on the project. These non-CDBG funds will be derived from the following sources $322,300 in Water Operating Funds.
The City of Scottsburg will hold a public hearing on December 9, 2024, at 5:00 pm, at City Hall, 2 E. McClain Avenue, Scottsburg, IN 47170 to provide interested parties an opportunity to express their views on the proposed federally funded CDBG project. Persons with disabilities or non-English speaking persons who wish to attend the public hearing and need assistance should contact Kleinpeter Consulting Group, LLC at P.O. Box 37, Whiteland, IN 46184 or 812-525-7080 not later than December 5, 2024. Every effort will be made to make reasonable accommodations for these persons.

CROTHERSVILLE WATER SYSTEM IMPROVEMENTS PROJECT – PHASE 1

Bids received after such hour will be returned unopened. Bids received prior to this time shall be opened and publicly read aloud. All interested citizens are invited to attend.
The specifications describe the work to be done and the materials to be furnished for the project. The Project generally consists of:
Division A – Equipping a new Drinking Water Well.
Division B – Expansion of the Existing Water Treatment Plant Building
Division C – Construction of a new 75,000-gallon Elevated Storage Tank
After review and award of a contract, the Owner will provide a “Notice to Proceed” to the Contractor. Contractor will then have 10 working days after said “Notice to Proceed” to commence construction and until 365 days to achieve substantial completion and an additional 45 days for final completion of all work for this project. Contractor will be assessed $300.00 a day liquidated damages for any work remaining over and above either of the specified contract completion dates. Payment will be made on a standard monthly claim basis, with 10% retainage, and said retainage may be held up to three months after the successful completion of this contract. There is no retainage reduction for this project.
Copies of the Contract Documents are on file for review in the Office of the Owner (TOWN OF CROTHERSVILLE, 117 E. Howard St., CROTHERSVILLE, Indiana, 47229). Access to an ftp site with the Contract Documents in PDF format is available from the Engineer (FPBH, Inc., 72 HENRY STREET, P. O. Box 47, North Vernon, Indiana, 47265, 812-346-2045) for a non-refundable fee of $50.00. Printed copies of the Contract Documents are available for a non-refundable fee of $100.00 per set. There is a non-mandatory pre-bid conference scheduled on December 11, 2024 at 10:00 AM local time at the CROTHERSVILLE TOWN HALL, 117 E. Howard St., CROTHERSVILLE, Indiana, 47229 for this project.
The work to be performed and the bid to be submitted shall include sufficient and proper sums for the construction of the proposed improvements including startup of the equipment to be supplied. All bids must be submitted on the bid forms as identified in the Contract Documents. Each bid must be enclosed in a sealed envelope, clearly marked CROTHERSVILLE WATER SYSTEM IMPROVEMENTS PROJECT – PHASE 1 – DIVISION A, B or C (as applicable) on the face of the envelope and display the name and address of the bidder.
The Owner reserves the right to reject any bid, or all bids, or to accept any bid or bids, or to make such combination of bids as may seem desirable, and to waive any and all informalities in bidding. Any bid may be withdrawn prior to the above scheduled time for the opening of bids or authorized postponement thereof. Any bid received after the time and date specified shall not be considered. No bid may be withdrawn after the scheduled closing time for receipt of bids for at least sixty (60) days.
A conditional or qualified Bid will not be accepted. Award will be made to the lowest, responsive, responsible bidder.
All applicable laws, ordinances, and the rules and regulations of all authorities having jurisdiction over fabrication, assembly, delivery and startup of the equipment shall apply to the project throughout.
The Owner may make such investigations as deemed necessary to determine the ability of the Bidder to perform the work and the Bidder shall furnish to the Owner all such information and data for this purpose as the Owner may request. The Owner reserves the right to reject any bid if the evidence submitted by, or investigation of, such Bidder fails to satisfy the Owner that such Bidder is properly qualified to carry out the obligations of the Agreement and to complete the work contemplated therein.
Each Bidder is responsible for inspecting the Project site(s) and for reading and being thoroughly familiar with the Plans and Specifications. The failure or omission of any Bidder to do any of the foregoing shall in no way relieve any Bidder from any obligation with respect to its Bid.
The bids shall be unit price and/or lump sum, in accordance with the Contract Documents, for all work shown and called for in the specifications as detailed in the information for bidders.
The bidder must file with their sealed bid proposal, a certified check or a bid bond in the amount equal to five (5) percent of the total bid, payable to the town of Crothersville, Indiana. The check or bond is to ensure the execution of the contract on which such bids are made.
The qualified Contractor to whom the work is awarded shall furnish, within ten (10) days after the date of said contract award and before commencing work, performance and payment bonds in an amount equal to the bid price of the contract awarded to said contractor, and certificates of all insurance required by the Specifications.
This project is funded in part with the American Rescue Plan Act, Coronavirus State Fiscal Recovery Funds to the State of Indiana through the Indiana Economic Development Corporation (IEDC). IEDC is a pass-through subrecipient of federal monies granted and the South Indiana Housing and Community Development Corporation is a lower tier subrecipient under the Federal Program. All regulations under this funding source are applicable.
