Crothersville Drinking Water Utility

Preliminary Engineering Report (PER)

The Town of Crothersville will hold a public hearing at 5:00 p.m. on April 4, 2023 at the Crothersville Town Hall, 111 East Howard Street, Crothersville, Indiana 47229. Crothersville’s engineering consultant, FPBH, Inc. will present the recommended project, which will include construction of a water tower, new water main along US 31, upgrades to existing water mains and upgrades at the water plant.

The project will be funded through a combination of State and Federal Agencies, including but not limited to Drinking Water State Revolving Fund (DWSRF) loan, USDA Rural Development Funds, OCRA Community Development Block Grant funds, US EDA Funds, etc. Copies of the PER are available for public viewing starting March 24th at Town Hall, 111 East Howard Street in Crothersville.

At this hearing, there will be the opportunity for questions and comments from the public. Participation is welcomed and encouraged. If special assistance is required at the meeting, please contact the staff at Town Hall, (812) 793-2311.

OF PUBLIC HEARING

The Indiana Department of Transportation (INDOT) will host a public hearing on April 5th, 2023 at the Mid America Science Park located at 821 S. Lake Road South in Scottsburg, IN. The hearing will begin at 6:00 p.m and be located in the banquet hall.

The purpose of the public hearing is to offer all interested persons an opportunity to comment on current preliminary design plans to convert the intersection of SR 56 at Boatman Road to a roundabout located approximately 1.25 miles west of the southbound ramps of I-65 to SR 56 and to the west of the City of Scottsburg located in Scott County, Indiana. The purpose of the project is to reduce traffic accidents at this intersection by reducing traffic speeds and removing the conditions that create right angle collisions.

As proposed the project involves the construction of a roundabout with the circulating roadway centered to the southeast of the existing intersection. The approaches will be

constructed to introduce curves to gently decelerate traffic from the posted speed limit to the circulating roadway speed which decrease accident severity inside the roundabout. The proposed typical section of both SR 56 and Boatman Road will include two 12-foot wide travel lanes (one in each direction) with 4-foot wide paved shoulders and a 2-ft compacted aggregate shoulder which will transition to two 12 ft to 16 ft curbed lanes with a splitter island to divide traffic with a raised median and angle traffic to reduce the angle of potential impact reducing potential accident severity. The approach of Mount Drive at SR 56 along the east leg of the roundabout will be closed due to it’s dangerous angle of intersection. A landscaped earthen berm will be constructed across Mount Drive to prevent continued access to and from SR 56 at this location and will be constructed to eliminate dangerous merging and diverging conditions at this location with crossing traffic. In addition, a truck turnaround will be constructed on the south side of Mount Drive to maintain accessibility for cars and school buses using this roadway as a destination point.

The traffic along SR 56 will be maintained during construction, as will access to all properties. Temporary pavement will be used to maintain traffic during phases in which construction will remove the existing travel lanes.

The project will require the acquisition of approximately 6.628 acres of perpetual highway easement for INDOT access to conduct highway related work to include widening SR 56, grading, seeding, and drainage structure modifications. Construction is anticipated to begin September of 2025.

The Federal Highway Administration and the INDOT have agreed that this project falls within the guidelines of a Categorical Exclusion Level 2. At present, both state and federal funds are anticipated for construction of the project with the total cost estimated at $2,841,000. No significant adverse impacts to the human and natural environment were found during the creation of this document. Public statements for the record will be taken as part of the public hearing procedure. All verbal statements recorded during the public hearing and all written comments submitted prior to, during and for a period of two (2) weeks following the hearing date, will be evaluated, considered and addressed in subsequent environmental documentation. Written comments may be submitted prior to the public hearing and within the comment period to: Loch Group contact or to William Fortson, INDOT Project Manager at INDOT Seymour District, address and email address. INDOT respectfully requests comments be submitted by April 19, 2023.

With advance notice, INDOT will provide accommodations for persons with disabilities with regards to participation and access to project information as part of the hearings process including arranging auxiliary aids, interpretation services for the hearing impaired, services for the sight impaired and other services as needed. In addition, INDOT will provide accommodations for persons of Limited English Proficiency (LEP) requiring

Additional information:

This sidewalk will be 8’ wide and will encompass electrical and light poles, All electrical and light poles will need expansion joints surrounding them.

Additional details and specifications can be obtained from the Scott County Auditor’s office between the hours of 8:30 a.m. to 4:30 p.m.

Bids received after the specified date and time shall be returned unopened. Bids will be publicly opened and read aloud at 5:15 p.m. local time on April 19, 2023 at the Scott County Courthouse, Commissioners’ Room. 1 E. McClain, Scottsburg, Indiana 47170. No bidder may withdraw their proposal for a period of sixty (60) days after the date of opening.

Bids shall be submitted on forms prescribed by the Scott County Board of Commissioners, which may be obtained from the Scott County Auditor’s Office.
