The applicant has requested a Land Use Variance to have 2 residential structures on 1 lot. There is an existing building on the property that will be turned into an apartment.

The legal description of the real estate affected is as follows: Woodstock Lot 82, Block E.

NOTICE OF HEARING ON PROPOSED LEASE

SCOTT COUNTY SCHOOL DISTRICT 2

You are hereby notified that a public hearing will be held before the Board of School Trustees (the “Board”) on February 28, 2023 at the hour of 6:30 p.m. (Local Time) at 375 East McClain Avenue, Scottsburg, Indiana, upon, a proposed Lease Agreement (the “Lease”) to be entered into between Scott County School District 2 Middle School Building Corporation (the “Building

Corporation”), as lessor, and Scott County School District 2 (the School Corporation”), as lessee.

The proposed Lease upon which hearing will be held is for a term of twenty (20) years, commencing with the acquisition of title to a portion of the elementary school building to be renovated by the Building Corporation.  The Lease provides for rental during renovation in the amount of up to $450,000 per payment payable on June 30 and December 31 beginning on June 30, 2024 until completion of construction.  Thereafter, the Lease provides for a maximum annual rental of $900,000, payable on June 30 and December 31 of each year during the term of the Lease, commencing with the completion of the building or June 30, 2025, whichever is later.  As additional rental, the School Corporation shall maintain insurance on the building as required in the Lease, shall pay all taxes and assessments against such property, as well as the cost of alterations and repairs, and shall pay rebate amounts to the United States Treasury, as necessary.  After the sale by the Building Corporation of its ad valorem property tax first mortgage bonds to pay for the cost of the renovations and improvement to the building, including the acquisition of the sites thereof and other expenses incidental thereto, the annual rental shall be reduced to an amount equal to the multiple of $1,000 next higher than the sum of principal and interest due on such bonds in each twelve-month period ending on January 15 plus $6,000, payable in equal semiannual installments.

The Lease gives an option to the School Corporation to purchase the property on any rental payment date.

The building to be renovated and used as the leased premises is a portion of Scottsburg Elementary School located at 49 North Hyland Street, Scottsburg, Indiana.

The plans and specifications, including the estimates for the cost of said renovation as well as a copy of the proposed Lease, are available for inspection by the public on all business days, during business hours, at the Administration Building of the School Corporation, 375 East McClain Avenue, Scottsburg, Indiana 47170.

At such hearing all persons interested shall have a right to be heard upon the necessity for the execution of the Lease, and upon whether the Lease rental provided for therein to be paid to the Building Corporation is a fair and reasonable rental for the proposed building.  Such hearing may be adjourned to a later date or dates, and following such hearing the Board of the School Corporation may either authorize the execution of the Lease as originally agreed upon or may make modifications therein as may be agreed upon with the Building Corporation.

Notice is hereby given that Jackson County, Indiana, acting by and through its Board of Commissioners, will receive sealed bids at the Office of the Auditor, Jackson County Courthouse, Brownstown, Indiana, until 4:00 p.m. on Monday, March 6, 2023, for the 2023 Resurfacing Program.

MEMBERSHIP MEETING

This is to inform members of Jackson County Water Utility, Inc. of the upcoming annual membership meeting. The meeting will be held at Jackson County Water Utility, Inc. facility located at 1119 West Spring Street, Brownstown, IN 47220 on Monday, March 13, 2023 at 7:00 p.m. The meeting is held each year for the purpose of electing three (3) members to the Board of Directors, to hear reports of the manager, President and other officers of the corporation and to conduct any and all other business which may properly come before the meeting.

The election process is as follows:

(1) A member of the corporation must nominate another member of the corporation as a candidate for election to the Board of Directors held at the annual meeting of the corporation.

(2) The person so nominated must be a member in good standing and must reside in the district up for election that year; may not be employed by a competing water company; may not be a current employee of the corporation; may not be a former employee of the corporation unless six years have elapsed since such employment and may not be a close relative (mother, father, sister, brother, children) of a current director or current employee of the corporation.

(3) The nominating member shall provide their name and address and the name and address of the person nominated by them in writing to the Election Committee of the Corporation no later than 4:30 p.m. EST on Monday February 6, 2023. CORRUGATED METAL PIPE /PRE-ENGINEERED BOX CULVERT & BRIDGE PACKAGES/ AND BRIDGE REHABILITATION-EROSION CONTROL PRODUCTS

A. Corrugated Metal Pipe. Provide pricing for all corrugations and gauge thickness available. Provide pricing for all material types available, including but not limited to spiral galvanized, aluminized type 11, polymer-coated pipe, and aluminum pipe. Price both round and arched pipe. Also, quote unit prices for all shapes and sizes of structural plate pipe and pipe arches available in both steel and aluminum. Provide prices for all end sections and connecting bands available.

B. Aluminum Box Culverts. Provide unit pricing for all sizes and accessories available, including but not limited to shell, invert, headwalls, wingwalls, corner panels, toe walls, receiving channel, and footing pads. Price structures for HL93, HS25, and HS20 load ratings. The bidder must provide signed and sealed fabrication, plate layout, and design calculations by manufacturer for any structure ordered by Owner. Bidder must have an Indiana Registered Professional Engineer (PE) on staff to assist Owner in design and sizing of these type structures if required and must be able to attend a mandatory onsite preconstruction meeting with Owner and provide an onsite inspection during construction by an employee of the culvert manufacturer if required.

C. Precast Concrete Arch Structures and Boxes. Provide unit pricing for all sizes and accessories available, including but not limited to shell, invert, headwalls, wingwalls, and

foundations. Price structures for HL93, HS25, and HS20 load ratings. Bidder must provide signed and sealed fabrication, layout, and design calculations by manufacturer for any structure ordered by Owner. Bidder must have an Indiana Registered Professional Engineer (PE) on staff to assist Owner in design and sizing of these type structures if required and must be able to attend a mandatory onsite preconstruction meeting with Owner and provide an onsite inspection during construction by an employee of the culvert manufacturer if required.

D. All Steel Bridge Packages Including Beam Span and Truss Structures. Provide unit pricing for all sizes and accessories available. Price structures for HL93, HS25, and HS20 load ratings. Bidder must provide signed and sealed fabrication, layout, and design calculations by manufacturer for any structure ordered by Owner. Bidder must have an Indiana Registered Professional Engineer (PE) on staff to assist Owner in design and sizing of these type structures if required and must be able to attend a mandatory onsite preconstruction meeting with Owner and provide an onsite inspection during construction by an employee of the bridge manufacturer if required.

E. Bridge Decking Products. Provide unit pricing for Structural Plate Bridge Flooring, corrugations 211 to 6″ and 3″ to 9″ in all gauges available. Price both punched and un-punched material.

Galvanized Steel Guardrail. Provide prices for all guardrail materials available, including but not limited to Wand beam face, posts, blocking, and end treatments.

F. High Density Polyethylene {HOPE) Culvert Pipe. Provide pricing for all sizes and lengths available. All pipes must have a smooth interior. Bidder may also provide unit pricing for Steel Reinforced Polyethylene (SRPE) Pipe for this bid if available.

G. Culvert liner Products. Provide prices for any culvert liner and/or rehabilitation products available. A minimum of HOPE Solid Wall SDR32.S M/F Snap-Tite liner pipe must be provided if bidding on this item. Provide prices for both round and Oval/Strutted sizes 10″ through 63″ diameter. The bid should also include total installation with grouting annular space 100% as an option. Other materials such as PVC pipe and metal plate liner products may be quoted. Bidder must have an Indiana Registered Professional Engineer (PE) on staff to assist Owner in design and sizing of these type structures if required and must be able to attend a mandatory onsite preconstruction meeting with Owner and provide an onsite inspection during construction by an employee of the culvert manufacturer if required.

H. Slope Stabilization and Erosion Control and Stormwater Products. Provide pricing for all products available including but not limited to geotextiles, geogrids, silt fences, gabions, armor flex, A­ jacks, bin walls, and stormwater treatment, detention, infiltration, biofiltration and other LID solutions. Bidder must have an Indiana Registered Professional Engineer (PE) on staff to assist Owner in design and sizing of these type structures if required and must be able to attend a mandatory onsite preconstruction meeting with Owner and provide an onsite inspection during construction by an employee of the culvert manufacturer if required.

Successful Bidder must have a representative available to assist Owner in sizing and installation of structures and rehab materials for all items. Bidder must provide a professional engineer (PE) on products as noted.

Items A through I shall be considered as a unit, with bid to be complete for all items and material to be delivered and unloaded as specified by the Owner.

Quote net prices only, no price escalation clauses

The delivery time and availability of material are to be listed and considered as part of the bid.

All materials must meet all federal and state highway specifications with a design load capacity to meet AASHTO guidelines. Manufacturer’s material certification sheets must accompany bid where appropriate.

Bid prices must be firm for the period from January 1, 2023 through December 31, 2023.

Hourly Rates for Equipment and Labor

The Owner is requesting unit price bids from qualified contractors for hourly rates for equipment rental and labor for 3 Categories of Work: 1) Small Culvert Replacements 2) Large Culvert and Bridge Replacements/Rehabilitation 3) Paving Operations.

Bid proposals shall be filled out completely on the proposal forms provided to bidders contained herein. Each bid shall be accompanied by a certified check or acceptable bidders bond made payable to the Treasurer of Scott County for 10% of the total bid amount. The estimated contract value for the purpose of obtaining a bid bond shall be $150,000 or less. A completed Form 95 and Non-Collusion Affidavit shall also accompany each bid. Separate bids must be submitted in separate sealed envelopes, with an individual 10% bid bond and Bid Form 95, for each Category of Work by bidders who are interested in bidding on more than 1 Category of Work.

The Owner reserves the right to reject any and all bids; reserves the right to waiver any irregularities in the bidding procedure; to award to the lowest and best bidder, and to reject any and all bids that are obviously irregular.

I. Category of Work Description: 1) Small Culvert Replacements

This category of work includes repair and/or installation of small culverts (48” diameter or less) and incidental work that is required. Incidental work includes but is not limited to: sawcut existing road, demolish and/or remove existing drainage structure, unload and install County-provided replacement structure at jobsite, backfill structure with County-provided aggregate, add or replace guardrail, perform required earthwork and slope stability, and provide erosion control in compliance with Scott County standards. Experience and necessary equipment will be a major factor in bid selection. Contractor shall own the equipment being bid upon. Contractor shall complete the work using no less than 80% of their own forces, except when subcontractors are approved by the County.

II. Category of Work Description: 2) Large Culvert and Bridge Replacements/Rehabilitation

This category of work includes repair and/or installation of large culverts (54” diameter or greater) and incidental work that is required. Incidental work includes but is not limited to: sawcut existing road, demolish and/or remove existing drainage structure, unload and install County-provided replacement structure at jobsite, backfill structure with County-provided aggregate, add or replace guardrail, perform required earthwork and slope stability, perform concrete work as required by the County, and provide erosion control in compliance with Scott County standards. Experience and necessary equipment will be a major factor in bid selection. Contractor shall own the equipment being bid upon. Contractor shall complete the work using no less than 80% of their own forces, except when subcontractors are approved by the County.

III. Category of Work Description: 3) Paving Operations

This category of work is for the placement of hot mixed asphalt, emulsions, and other preservations

products, and incidental work that is required. Incidental work includes but is not limited to: mill roadway tie-ins and intersections, widen existing roadways with County-provided materials, clean/prep roadway for work as necessary, apply tack oil in preparation for paving, compact hot mixed asphalt once it is laid, and provide trucking and storage for County-provided pavement materials. Experience and necessary equipment will be a major factor in bid selection. Contractor shall own the equipment being bid upon. Contractor shall complete the work using no less than 80% of their own forces, except when subcontractors are approved by the County.

IV. Time for Completion

The County shall request in writing the ability of the accepted bidder to begin and complete a project in a particular schedule. The bidder shall confirm or not confirm, in writing, their ability to complete the project in the time allowed. If the Contractor is unable to perform the required work in a prescribed schedule because of other obligations or manpower, the County shall have the right to go to the second bidder for the work to complete the project.

V. Insurance

A certificate of liability insurance and a certificate of Workers Compensation insurance is required. Prior to beginning work, a certificate of insurance showing the Scott County Board of Commissioners as an additional insured on the liability policy with a minimum amount of $1,000,000.00 shall be furnished to the Owner. This additional insurance pertains only to work performed for the Owner by the Contractor.

VI. Bid Award

The Owner reserves the right to reject any and all bids, and to waive any informality or irregularity in a bid. The Owner reserves the right to allow a Bidder up to 5 calendar days to furnish or correct documentation in the event the Owner discovers an omission or error in the bid received. The Owner reserves the right to accept the bid that provides the best value to the Owner at the Owner’s sole discretion.
