REQUEST FOR PROPOSAL/STATEMENT OF QUALIFICATIONS
CITY OF AUSTIN WASTEWATER SYSTEM PRELIMINARY ENGINEERING REPORT (PER)
In order to assure compliance with the USDA Rural Development and the Indiana Office of Community and Rural Affairs (IOCRA) and related requirements regarding competitive negotiation of professional services, the City of Austin, Indiana is seeking Requests for Statements of Qualifications for the provision of engineering services relating to the Wastewater System PER.
Description of Project/Scope of Services:
The Consultant shall provide planning services relating to a wastewater preliminary engineering report for the City’s Wastewater System to include the Wastewater Plant and Collection System. The plan must follow the guidelines of the OCRA technical requirements for Wastewater Plans and United States Department of Agriculture Rural Utilities Service Bulletin 1780-2. The project will include Facility Improvements and system improvements designed to eliminate infiltration and inflow (I/I) into the Austin Sanitary Sewer System. The improvements will be designed to eliminate Sanitary Sewer Overflows (SSO’s) in the sanitary sewer system as required by the City’s current Agreed Order. Design Services will include the following:
1. Preliminary Engineering Report
2. Environmental Review
3. Preliminary Design of proposed improvements
4. Final Design of the proposed improvements
5. Assistance with securing construction bids
6. Assistance with bid evaluation and award of a construction contract
7. Construction administration
8. Resident Project Representative services
Type of Contract
The City of Austin will execute a cost reimbursement type of contract for these services that is contingent on the final commitment of grant funding. All services will be stated on the cost reimbursement basis (hourly rate and maximum hours fixed). The awarded contract will have a not to exceed clause that will limit the allowable fees charged in connection with these services through close out.

III. Scope of Services
The anticipated scope of work should include, but is not limited to, the following items:
1. Environmental Review in accordance with USDA requirements.
2. Preliminary Engineering Report
The Preliminary Engineering Report will be prepared based on Rural Development Requirements and include the following chapters at a minimum:
•Project Planning – This Chapter will describe the planning scope of the report.
•Existing Facilities – This Chapter will describe the existing Sanitary Sewer System and issues with excessive I/I entering the system.
•Need for Project – This Chapter will describe the need for the project related to compliance issues, community health, system growth and aging infrastructure.
•Alternatives Considered – This Chapter will develop Alternatives that will reduce the I/I into the Austin Sanitary Sewer System and eliminate all SSO’s.
•Selection of an Alternative – This Chapter will evaluate the Alternatives considered and recommend one for implementation.
•Proposed Project – This chapter will provide a preliminary design for the proposed improvements along with a cost estimate and project schedule.
•Conclusions and Recommendations
3. Preliminary Design
•Prepare all necessary topographic survey for location of line and any required lift stations or other improvements.
•Prepare 30% construction drawings for proposed improvements.
•Prepare sanitary sewer calculations and necessary documents for the proposed sanitary sewer system improvements. These calculations will be based on flow monitoring data collected by the City in the Spring of 2022.
•Submit 30% drawings to the City for review and approval.
4. Final Design
•Complete additional survey as required to design the proposed improvements.
•Prepare construction drawings for proposed improvements
Finalize sanitary sewer calculations and necessary documents for the proposed sanitary sewer system improvements.
•Prepare Technical Specifications and other Contract Documents.
•Submit 90% plans and specifications to the City for review and approval.
•Submit all necessary documents to all appropriate State and local agencies
•Prepare bid documents for sealed bid process in accordance with the requirements of the funding agency.
5. Assistance With Securing Construction Bids
•Distribute plans and specifications to prospective bidders.
•Maintain a complete Plan Holders list and make this list available to prospective bidders, subcontractors, vendors, and others upon request.
•Conduct a Prebid Meeting in accordance with funding agency requirements.
•Respond to questions from bidders, subcontractors, and vendors.
•Attend and conduct the Bid Opening.
6. Assistance With Assistance with Bid Evaluation and Award of a Construction Contract
•Compile and distribute a complete Bid Tabulation for the bids received.
•Evaluate the bids received and make a Recommendation to the City to award a construction contract.
•Assist the Owner with preparing the Contract Documents for execution.
7. Construction Administration
Upon successful award of bid, the firm will be responsible for construction administration during the construction phase of the project. The phase will last through the entire construction phase and into the occupancy phase. The following list is only a summary of the main responsibilities required during this phase.
•Review shop drawings submittals.
•Respond to Requests for Information from the Contractor(s).
•Review Operation and Maintenance Manuals.
•Review payment submittals and answer questions from contractor
•Provide periodic construction observation as needed
•Attend pre-construction conference and any meetings required by the City
•Conduct regular Construction Progress Meeting and provide detailed notes of the meetings.
•Provide final Record Drawings for all work completed under the contract.
8. Resident Project Representative Services
Provide continuous onsite inspection of the construction of the proposed improvements. The following list is only a summary of the main responsibilities required during this phase.
•Provide continuous onsite inspection for the construction.
Representative will be required to be onsite when material and equipment is incorporated into the work.
•Keep Daily Logs of construction activities including number and type of workers onsite, equipment used, and materials incorporated into the work.
•Attend all construction progress meetings.
•Maintain a marked-up plan set that shows daily progress and all deviations/changes to the original design.
•Maintain a complete ser of approved Shop Drawings onsite.
•Review payment submittals.
Rate of Proposals/Qualifications
The proposal must include sufficient information regarding qualifications and determine that the engineer is qualified and experienced in similar projects. Do not include a proposed fee with the proposal, as this is a qualification based selection process. The proposal should include the following:
1. A description of expertise, experience and resources directly relevant and available for the proposed project.
2. A list of similar projects previously completed.
3. A list of references.
4. Resumes of professional staff members that will work on this project.
5. Name of person to be in charge of project.
6. Description of scope of services as per Description of Services Needed
7. A project time line.
The proposal shall also provide the following information:
Name, title, address and telephone number of individuals with authority to negotiate and bind the proposer contractually, and who may be contacted during the period of proposal evaluation.
Award of Contract
Proposal Evaluation criteria shall include:
1. Specialized experience or technical expertise of the organization and its personnel in connection with the scope of services to be provided and complexity of the project. (20 pts)
2. Capacity of the organization to perform the work within time limitations, taking into consideration the current planned workload of the firm. (20 pts)
3. Past record of performance on contracts, including quality of work, timeliness and cost control. (30 pts)
4. Familiarity of the organization with this type of project or problems applicable to the project. (30 pts)
If you are interested in providing the required services, please note that five (5) copies of the Statement of Qualification of each prospective organization must be mailed to the City of Austin, City Hall, 80 W Main St, Austin, IN 47102 to be received no later than 12:00 p.m. local time on October 17, 2022 or be delivered in person to City Hall, 80 W Main St, Austin, IN 47102 between the hours of 8:30 a.m. and 4:00 p.m. The proposal must be submitted in writing in a sealed envelope labeled “Austin Wastewater Preliminary Engineering Proposal”. Statement of Qualifications received after this time will be returned unopened. Each Statement of Qualification will be reviewed for completeness and clarity according to the above criteria.

The City of Austin intends to obtain grant-loan assistance from United States Department of Agriculture – Rural Development (RD) for a proposed project that includes the completion of a Wastewater Construction Project that will be determined after completion of a Preliminary Engineering Report (PER). The project will benefit all the residents of the city.
There will be a public meeting on Tuesday, November 8, 2022 at 6:00 p.m. or as soon as the regular business of the meeting of the Austin Common Council allows in the Austin City Hall – City Council Chambers, 80 W. Main Street, Austin, Indiana. On or about October 28, 2022, the Town of Crothersville intends to apply to the Indiana Office of Community and Rural Affairs for a grant from the State Community Development Block Grant (CDBG) program. The taxpayers of the City of Scottsburg, Indiana (the “City”) are hereby given notice that the Redevelopment Commission (the “Commission”) of the City determined, at its meeting held September 13, 2022, to issue its Tax Increment Refunding Revenue Bonds of 2022 in an amount not to exceed $7,500,000 (the “Bonds”) for the purpose of providing for the payment of all or any portion of (a) certain utility improvements, roadway improvements, and related infrastructure improvements, which are located in, serving, or benefitting the North/West Allocation Area and South/East Allocation Area (collectively, the “Allocation Areas”); (b) refunding the Scottsburg Redevelopment District Tax Increment Revenue Bonds of 2015; and (c) the costs of selling and issuing the Bonds.
