Notice is hereby given to the taxpayers of Scott County, Indiana, and overlapping taxing districts that the Scott County Redevelopment Commission, will meet for their annual meeting in the Commissioners Room, Suite 128, 1 East McClain Ave, Scottsburg, IN at 10:30 a.m. on the 25th day of May, 2022, for their annual meeting and to consider the following additional appropriations in excess of the budget for the current year.
Fund Name:
TIF Allocation Fund -Capital Outlay $225,000
Taxpayers appearing at the meeting shall have a right to be heard. The additional appropriations as finally made will be referred to the Department of Local Government Finance (DLGF). The DLGF will make a written determination as to the sufficiency of funds to support the appropriations made within fifteen (15) days of receipt of a Certified Copy of the action taken.

NOTICE OF HEARING ON PROPOSED LEASE BETWEEN AUSTIN REDEVELOPMENT AUTHORITY AND CITY OF AUSTIN REDEVELOPMENT COMMISSION
You are hereby notified that the City of Austin Redevelopment Commission (the “Commission”) and the Austin Redevelopment Authority (the “Authority”) will, at its joint meeting to be held on Wednesday, May 25, 2022, at 8:00 a.m., local time, at 82 West Main Street, Austin, Indiana 47102, hold a public hearing on a proposed lease to be entered into between the Authority, as lessor, and the Commission, as lessee (the “Lease”) in connection with the Authority’s issuance of its Lease Rental Revenue Bonds (the “Bonds”) to be issued for the following purposes of which are in, serving, or benefitting the Austin Economic Development Area No. 1 Allocation Area and Austin Residential Economic Development Area Allocation Area (collectively, the “Allocation Areas”) within the City of Austin, Indiana (the “City”): (i) constructing a building for the City’s Police Department; (ii) financing certain utility and infrastructure improvements to support certain housing developments and businesses; (iii) expanding Dowling Road; (iv) providing new infrastructure for City Hall; (v) funding physical education equipment for Scott School District 1; (vi) providing certain matching grant funds; and (vii) paying costs of issuance of the Bonds pursuant to I.C. 36-7-14.5 (collectively, the “Projects”). The Lease is for the benefit of the Allocation Areas located in the City.
The proposed Lease is for a term not to exceed twenty (20) years commencing on the date of issuance of the Bonds. The annual lease rental will not exceed Three Hundred Thousand Dollars ($300,000.00) payable in semiannual installments on January 1 and July 1 of each year during the term of the Lease. The lease rentals owed by the Commission under the Lease are payable from the pledge of tax increment financing funds generated from the Austin Economic Development Area No. 1 Allocation Area (the “TIF Funds”) and further secured by an ad valorem tax levied by the Commission on all taxable property in the City pursuant to Indiana Code § 36-1-10-17 (the “Property Tax Revenues”). The Commission may pay the lease rentals from any other revenues legally available to the Commission; provided, however, the Commission shall be under no obligation to pay any lease rentals from any moneys or properties of the Commission, except the Property Tax Revenues and the TIF Funds received by the Commission.
The drawings, plans, specifications, and related information, including the estimates for the cost of providing the Projects, as well as a copy of the proposed Lease, are available for inspection by the public during normal business hours, at the office of the Commission, located at 82 West Main Street, Austin, Indiana 47102.
At such hearing, all persons interested shall have a right to be heard upon the necessity for the execution of the Lease, and upon whether the lease rental provided for therein to be paid by the Commission to the Authority is a fair and reasonable rental for the leased premises. Such hearing may be adjourned to a later date or dates. Following such hearing, the Commission may authorize the execution of the Lease as originally agreed upon, rescind the proposed Lease, or make modifications therein as may be agreed upon with the Authority, but in no event may the rental exceed the amounts set forth in this notice. The Commission may approve the execution of the Lease if it finds that the service to be provided throughout the term of the Lease will serve the public purpose of the Commission and is in the best interests of its residents.
