Notice of Convening
Municipal Unit Strategic Taskforce (MUST) Meeting
Pursuant to Indiana Code 6-3.6-3-13, the Jackson County Council hereby convenes the Municipal Unit Strategic Taskforce (MUST) to review and discuss the local income tax provisions established under Indiana law and to determine whether the members can reach a unanimous agreement regarding a local income tax distribution agreement as it pertains to the county’s maximum local income tax rates under IC 6-3.6-6-2(b)(1) and IC 6-3.6-6-2(b)(4). While the statute authorizes the Taskforce to seek unanimous agreement, no agreement is required, and the purpose of the meeting is to provide an opportunity for collaborative discussion and consideration of the issues presented.

PROPOSED AMENDMENT OF SEWER USE REGULATIONS, WASTEWATER CONSTRUCTION STANDARDS, AND SEWER FEES
Notice is hereby given that the Common Council of the City of Austin, Indiana, will conduct a public hearing on October 13, 2026, at 5:00 p.m., at Austin City Hall, Austin, Indiana, concerning a proposed ordinance entitled: “AN ORDINANCE AMENDING AND RESTATING CHAPTER 51 OF THE AUSTIN CODE OF ORDINANCES; ADOPTING REVISED WASTEWATER CONSTRUCTION STANDARDS AND WASTEWATER STANDARD DRAWINGS; REVISING SEWER CAPACITY AND INSPECTION FEES; AND PROVIDING FOR RELATED MATTERS.”
The proposed ordinance would amend and restate Chapter 51 of the Austin Code of Ordinances governing the City’s sanitary sewer and wastewater system and would adopt revised Wastewater Construction Standards and Wastewater Standard Drawings. Among other matters, the proposed ordinance would establish a sewer capacity fee of One Thousand Five Hundred Dollars ($1,500.00) per Equivalent Dwelling Unit (“EDU”), with one EDU equal to 310 gallons per day, and a separate sewer tap inspection fee of One Hundred Dollars ($100.00) for users connecting to the City’s sewage works.
The proposed ordinance and related Wastewater Construction Standards and Wastewater Standard Drawings are available for inspection at the office of the Austin Clerk-Treasurer during regular business hours.
At the public hearing, the Common Council will receive and consider comments from interested persons concerning the proposed ordinance, wastewater regulations, standards, and fees. Interested persons will be given an opportunity to be heard. Following the public hearing, the Common Council may consider the proposed ordinance for adoption, amendment, or other appropriate action.

PROPOSED STORM WATER USER FEE
Notice is hereby given that the Common Council of the City of Austin, Indiana, will conduct a public hearing on October 13, 2026, at 5:00 p.m., at Austin City Hall, Austin, Indiana, concerning a proposed ordinance regulating the oversight and management of storm water within the City of Austin and establishing a storm water user fee.
The proposed ordinance creates a Department of Storm Water Management and the City of Austin Storm Water Management District and establishes a storm water user fee to provide for the construction, operation, oversight, maintenance, repair, and improvement of the City’s storm water system and compliance with applicable state and federal requirements.
Under the proposed ordinance, one (1) Equivalent Runoff Unit (“ERU”) is established as 2,800 square feet of impervious surface area. The proposed monthly storm water user fee is Five Dollars ($5.00) per ERU. Single-family residential and agricultural parcels will be deemed to contain one (1) ERU and will be charged $5.00 per month. Non-residential parcels will be charged based upon the total impervious surface area of the property divided by one ERU and multiplied by the $5.00 monthly rate.
The proposed ordinance also adopts storm water management policies and procedures, establishes stormwater management plan review requirements and related fees, creates a dedicated Storm Water Fund, and provides procedures for adjustments and appeals.
At the public hearing, all interested persons will be given an opportunity to be heard concerning the proposed ordinance and storm water user fee. Following the public hearing, the Common Council may consider passage and adoption of the ordinance and establishment of the proposed rate. A copy of the proposed ordinance and related Storm Water Oversight and Management Policy is available for inspection at the office of the Austin Clerk-Treasurer during regular business hours.

Finding of No Significant Impact
It has been determined that such request for release of funds will not constitute an action significantly affecting the quality of the human environment and accordingly the above named City of Scottsburg has decided not to prepare an Environmental Impact Statement under the National Environmental Policy Act of 1969 (P.L. 91-190). The reasons for such decision not to prepare such statement are as follows:
All preliminary environmental reviews by state and county agencies indicated that the proposed project would not endanger the environment under any capacity.
An Environmental Review Record regarding the proposed project has been made by the above-named City of Scottsburg which documents the environmental review of the project and more fully sets forth the reasons why such statement is not required. This Environmental Review Record is on file at the above address and is available for public examination and copying upon request the Scottsburg City Hall between the hours of 9:00 A.M. and 4:00 P.M., Monday through Friday. Should City offices be closed, the ERR will be made available to the public for review either electronically or by U.S. mail. Please submit your request by U.S. mail to Kleinpeter Consulting Group, LLC PO Box 37 Whiteland Indiana 46184 or by email to mike@kleinpeterconsulting.com. No further environmental review of such project is proposed to be conducted prior to the request for release of funds.
Public Comments of Findings
All interested agencies, groups, and persons disagreeing with this decision are invited to submit written comments for consideration by the City of Scottsburg to the Scottsburg City Hall 821 South Lake Road South, Scottsburg, Indiana 47170 or by email to mike@kleinpeterconsulting.com. Such written comments should be received by October 1, 2026. All such comments so received will be considered and the City of Scottsburg will not request the release of federal funds or take any administrative action on the proposed project prior to the date specified in the preceding sentences.
Release of Funds
The City of Scottsburg will undertake the project described above with Community Development Block Grant funds from the State of Indiana under Title I of the Housing and Community Development Act of 1974. The City of Scottsburg is certifying to the State that the City of Scottsburg and Terry Amick, in his official capacity as Mayor consents to accept the jurisdiction of the federal courts if an action is brought to enforce responsibilities in relation to environmental reviews, decision making, and action; and that these responsibilities have been satisfied. The legal effect of the certification is that upon its approval the City of Scottsburg may use the Block Grant funds and the State will have satisfied its responsibilities under the National Environmental Policy Act of 1969.
Objections to State Release of Funds
The State will accept an objection to its approval only if it is on one of the following basis: (a) that the certification was not in fact executed by the certifying officer or other officer of applicant approved by the State; or (b) that the applicant’s environmental review record for the project indicated omission of a required review process. Objections must be prepared and submitted in accordance with the required procedure (24 CFR Part 58) and may be submitted to Grant Services & OCRA through the ER Report in GMS.
Objections to the release of funds on basis other that those stated above will not be considered by the State. No objections received after October 17, 2026 will be considered by the State.

Notice of Explanation of Project Located In a Floodplain/Wetland
This is to give notice that the City of Scottsburg has conducted an evaluation as required by Executive Order 11990 in accordance with HUD regulations at 24 CFR 55.20 to determine the potential affect that its activity in the wetland will have on the environment. Kleinpeter Consulting Group, LLC has determined that there is not a practicable alternative other than locating the proposed Community Development Block Grant project described below in a wetland.
The improvements must be located in the wetland because the project area is Bird Run Stream which is the wetland itself.
