2026 ANNUAL
MEMBERSHIP MEETING
This is to inform members of Jackson County Water Authority of the upcoming annual membership meeting. The meeting will be held at Jackson County Water Authority facility located at 1119 West Spring Street, Brownstown, IN 47220 on Monday, March 9, 2026 at 7:00 p.m. The meeting is held each year for the purpose of electing three (3) members to the Board of Directors, to hear reports of the manager, President and other officers of the corporation and to conduct any and all other business which may properly come before the meeting.
The election process is as follows:
(1) A member of the corporation must nominate another member of the corporation as a candidate for election to the Board of Directors held at the annual meeting of the corporation.
(2) The person so nominated must be a member in good standing and must reside in the district up for election that year; may not be employed by a competing water company; may not be a current employee of the corporation; may not be a former employee of the corporation unless six years have elapsed since such employment and may not be a close relative (mother, father, sister, brother, children) of a current director or current employee of the corporation.
(3) The nominating member shall provide their name and address and the name and address of the person nominated by them in writing to the Election Committee no later than 4:30 p.m. EST on Monday February 2, 2026. The nomination shall be mailed or delivered to the “Election Committee”, 1119 West Spring Street, Brownstown, Indiana 47220.
(4) The Election Committee shall determine the qualification of the nominating member and the person nominated. These persons so nominated shall be qualified to the ballot for Director by Monday March 2, 2026.
(5) No nomination for Director shall be taken from the floor at the annual meeting. Each membership shall have one vote. (Example: If a membership is listed with both husband and wife’s names, either one may cast a ballot but not both.) The Districts and the current Directors up for election this year are: District 4 (Owen Township), Steve Ritter; District 6 (Pershing Township), Bryan Fish; and District 8 (Driftwood Township and the West one-half of Grassy Fork Township), Gloria Baughman.

Sealed bids may be delivered or forwarded by registered mail, addressed to the City of Austin, Indiana, 80 West Main Street, Austin, Indiana 47102 Attention: Clerk Treasurer until 3:00 PM. (local time) on February 18, 2026. Bids received after such hour will be returned unopened. Each Bid must be enclosed in a sealed envelope bearing the title “City of Austin WWTP Ultraviolet Light Disinfection System Installation Project” and the name and address of the Bidder. All bids must be submitted on the bid forms as identified in the Contract Documents and Specifications.
After the hour of 3:00 pm on February 18, 2026, the bids will be publicly opened and read aloud. The place of opening shall be the Austin City Hall, 80 West Main Street, Austin, Indiana 47102.
All interested citizens are invited to attend, and should any citizens require special provisions, such as handicapped modifications or non-English translation personnel, the City will provide such provisions if the request is made by February 11, 2026.

Copies of the Plans and Specifications for the project may be obtained from Heritage Engineering at 603 N. Shore Drive, Unit 204, Jeffersonville, IN 47130. Plan sets may be purchased for a non-refundable fee of $100 per set. Checks shall be made payable to Heritage Engineering. Bidders may also request electronic copies of the plans and specifications in lieu of, or in addition to paper copies, at no cost, by emailing their request to Bailey Rone at brone@heritageeng.com.
The work to be performed and the bid to be submitted shall include sufficient and proper sums for the construction of the UV tank and installation of the Owner Supplied UV Disinfection System and furnishing and installing all structural, mechanical and electrical systems as specified to make the system fully operational.
Each bid must be enclosed in a sealed envelope bearing the title of the Project and the name and address of Bidder. All bids must be submitted on the bid forms as identified in the Contract Documents.
The Owner reserves the right to reject any bid, or all bids, or to accept any bid or bids, or to make such combination of bids as may seem desirable, and to waive any and all informalities in bidding. Any bid may be withdrawn prior to the above scheduled time for the opening of bids or authorized postponement thereof. Any bid received after the time and date specified shall not be considered. No bid may be withdrawn after the scheduled closing time for receipt of bids for at least sixty (60) days.
A conditional or qualified Bid will not be accepted. Award will be made to the lowest, responsive, responsible bidder.
All applicable laws, ordinances, and the rules and regulations of all authorities having jurisdiction over construction of the project shall apply to the project throughout.
Bids shall be properly and completely executed on bid forms included in the Specifications.
The Owner may make such investigations as deemed necessary to determine the ability of the Bidder to perform the work and the Bidder shall furnish to the Owner all such information and data for this purpose as the Owner may request. The Owner reserves the right to reject any bid if the evidence submitted by, or investigation of, such Bidder fails to satisfy the Owner that such Bidder is properly qualified to carry out the obligations of the Agreement and to complete the work contemplated therein.
Each Bidder is responsible for inspecting the Project site(s) and for reading and being thoroughly familiar with the Plans and Specifications. The failure or omission of any Bidder to do any of the foregoing shall in no way relieve any Bidder from any obligation with respect to its Bid.
The City of Austin will hold a Nonmandatory Prebid Meeting at the Austin Wastewater Treatment Plant site, 815 South 5th St., Austin, Indiana 47102 on February 9th at 1:00 P.M. All prospective bidders are encouraged to attend.

Sealed bids will be received by the TOWN OF CROTHERSVILLE, acting by and through the TOWN BOARD (hereinafter referred to as “the Owner”), at 111 WEST HOWARD STREET, CROTHERSVILLE, IN 47229 until 10:00 AM local time, THURSDAY FEBRUARY 17, 2026 for the construction of 2026-1 CCMG PROJECT IMPROVEMENTS for the TOWN OF CROTHERSVILLE.
Bids received by the time and date specified will then be publicly opened and read aloud.
THIS PROJECT CONSISTS OF A LUMP SUM BID FOR HOT MIX ASPHALT SURFACE OVERLAY AND SMALL STRUCTURE REPLACEMENT AND OTHER MISCELLANEOUS AND RELATED ITEMS ON PRESTON STREET, CROTHERSVILLE, INDIANA.
After review and award of a contract, the Owner will provide a “Notice to Proceed” to the Contractor for the specific project. Contractor will then have 10 working days after said “Notice to Proceed” to commence construction and until September 30, 2026 to achieve Substantial Completion and November 15, 2026 to complete all work for the project.
Contractor will be assessed $300.00 a day liquidated damages for any work remaining over and above either of the specified contract completion dates. Payment to be made on a standard monthly claim basis, with 10% retainage, and said retainage may be held up to three months after the successful completion of this contract. There is no retainage reduction for this project.
Copies of the Contract Documents are on file for review in the Office of the Owner (TOWN OF CROTHERSVILLE – Clerk Treasurer, 111 WEST HOWARD, CROTHERSVILLE, IN 47229).
Access to an ftp site with the Contract Documents in PDF format is available from the Engineer (GONZALEZ COMPANIES, LLC, 72 HENRY STREET, P. O. Box 47, North Vernon, Indiana, 47265,) for a non-refundable fee of $50.00 per set. Printed copies of the Contract Documents are available for a non-refundable fee of $50.00 per set. Additional sets may be purchased for a non- refundable fee of $25.00 per set. Partial sets will not be available. Only those plans holders registered through the Engineer will be allowed to submit a bid for the project. Requests for bid documents shall be made in writing to melissa.woodward@gocos.net . Bids must be submitted on the forms in the Contract Documents and other conditions therein described must be met. Each bid must be enclosed in a sealed envelope, clearly marked CROTHERSVILLE, INDIANA 2026-1 CCMG PROJECT on the face of the envelope and display the name and address of the bidder. Each bid must be accompanied by a Bid Bond or Certified Check in a sum equal to 10% of the amount of the bid unless otherwise specified, and a completed Non-Collusion Affidavit. Bid prices must be firm for a period of ninety (60) days from the bid opening date. Should a successful bidder withdraw his bid, or fail to execute a satisfactory contract within ten (10) days after notice of acceptance of his bid, the owner may declare the Bid Security forfeited as liquidated damages, not as penalty. The successful bidder shall furnish a Performance and Labor and Materials Payment Bond in an amount equal to one hundred percent (100%) of the contract sum with an approved surety company. Said bond shall remain in full force and effect for a period of one (1) year after date of final acceptance of the work.
