NOTICE TO TAXPAYERS AND ALL OTHER PERSONS AFFECTED OF PUBLIC HEARINGS OF CROTHERSVILLE COMMUNITY SCHOOLS CONCERNING PRELIMINARY DETERMINATIONS TO ENTER INTO A LEASE, LEASES OR LEASE AMENDMENT(S) WITH RESPECT TO A SCHOOL CONSTRUCTION PROJECT AND A PUBLIC HEARING REGARDING A SCHOOL CONSTRUCTION PROJECT

Preliminary Determination Hearings

Notice is hereby given to taxpayers and all other persons affected thereby that two public hearings for the project described below (the “Preliminary Determination Hearings”) will be held before the Board of School Trustees of Crothersville Community Schools (the “Board” and the “School Corporation,” respectively) on the dates, times, and at the locations described below upon a resolution preliminarily determining to obtain financing on the school construction project described below through a lease, leases or amendment to lease or leases with a school building corporation incorporated under Indiana Code § 20-47-3 (the “Resolution”). Following the Preliminary Determination Hearings, the Board will consider for adoption a Resolution for the project. The proposed school construction project is described as follows:

The Project consists of: (i) comprehensive HVAC upgrades, renovations, replacements and repairs at all school corporation facilities, (ii) related heating, cooling, air handler system and chiller repairs, equipping and upgrades, (iii) boiler repairs, replacements and upgrades, (iv) related plumbing and electrical renovations, (v) cafetorium sound system upgrades and improvements, (vi) fire alarm upgrades, (vii) parking lot repairs, and (viii) other replated repairs, upgrades and renovations (items ((i) through (viii) collectively, the “Project”), to permit such facilities to be utilized for school purposes.

The Preliminary Determination Hearings with respect to the proposed Resolution and the Project will be held on November 11, 2024, at 7:00 p.m. local time (first Preliminary Determination Hearing) and on December 9, 2024, at 7:00 p.m. local time (second Preliminary Determination Hearing). The Preliminary Determination Hearings will be held at the School Corporation’s Central Office at 201 South Preston Street, Crothersville, Indiana 47229.  The Preliminary Determination Hearings will be held in accordance with Indiana Code § 6-1.1-20 and will address the Resolution and Project. The Resolution makes a preliminary determination in respect of the lease financing of the Project.

At each of the Preliminary Determination Hearings described herein, all persons interested shall have a right to be heard with respect any matters pertaining to the Board’s consideration of adopting the Resolution.

1028 Hearing

Notice is hereby further given that the Board will hold a separate public hearing in accordance with Indiana Code § 2026737 (the “1028 Hearing”) at the School Corporation’s Central Office at 201 South Preston Street, Crothersville, Indiana 47229, at 7:00 p.m. local time on December 9, 2024.

The 1028 Hearing will be with respect to the School Corporation’s proposal to construct the Project, which is at a cost in excess of $1,000,000. At the 1028 Hearing for the Project, the Board will give explanations of the potential value of the Project, including a more detailed description thereof, to the School Corporation and to the community, including the educational purposes of the Project and its estimated costs, tax impact, and funding sources, and interested parties may present testimony and questions concerning the proposed Project, including objections to and support for it.

BEFORE THE COUNTY COMMISSIONERS OF SCOTT COUNTY STATE OF INDIANA

AN ORDINANCE AUTHORIZING INSTALLATION OF STOP SIGN AT THE INTERSECTION OF FAIRVIEW ROAD AND BOATMAN ROAD IN SCOTTSBURG (UNDERWOOD), FINLEY TOWNSHIP

WHEREAS, pursuant to LC. 36-2-2-2, the three (3) member board of commissioners elected under the same chapter is the elected official, and in their capacity as such, the Board may transact business on behalf of the county;

WHEREAS, pursuant to LC. 9-21-l-2(a), the county executive, as the governing body of the local unit, “may adopt by ordinance additional traffic regulations with respect to highways under the authority’s jurisdiction,” including additional traffic control devices consistent with the Indiana Department of Transportation Traffic Control Design Manual;

WHEREAS, pursuant LC. 9-21-1-2(c), “A fine assessed for a violation of a traffic ordinance adopted by a local authority may be deposited into the general fund of the appropriate political subdivision”;

WHEREAS, the Scott County Board of Commissioners has determined that it is necessary to install a traffic control device at the intersection of Fairview Road and Boatman Road in Scottsburg (Underwood), Finley Township, specifically a stop sign that would create a three-way stop.

NOW, THEREFORE, BE IT RESOLVED, by the Board of Commissioners of Scott County, State of lndiana, as follows:

1. The roadways are public roadways under the jurisdiction of the Scott County governmental unit.

2. The Board of Commissioners of Scott County has determined that the installation of the three-way stop would provide sufficient sight lines and fields of observation consistent with the Indiana Department of Transportation Traffic Control Manual Section 46-10.03 and Section 46-10.03(01).

3. The Scott County Highway Department is authorized to install and to maintain the stop sign at the intersection of Fairview Road and Boatman Road in Scottsburg (Underwood), Finley Township.

4. This Ordinance shall be effective upon passage, signing, recording, and advertising, and after the stop sign is installed.

The Board of Jackson County Commissioners will receive sealed bids for bituminous materials, for the Contract year of 2025. The following quantities are estimates and to be used for bidding purposes only.  The actual quantities used will be determined by the County.

The bid price per gallon for the bituminous materials listed above shall be taken by the following four (4) methods of delivery.

1.  F.O.B. PLANT PICK-UP  –  County will pick up the material at the vendor’s plant.

2.  COUNTY STORAGE  –  Vendor will deliver material and pump into storage tank provided by county.

3.  VENDOR STORAGE  –  Vendor will provide a storage tank at any point in Jackson County upon Superintendent’s request.

4.  JOBSITE DELIVERY  –  Vendor will hold the truck transport at jobsite until emptied or released by Superintendent.

All proposals must be accompanied by a properly executed Bid Form 95 (which includes the non-collusion affidavit) as prescribed by the State Board of Accounts.  Each Proposal shall be accompanied by an acceptable certified check, cashiers check, or surety bond made payable to Jackson County in an amount of not less than ten percent (10%) of the total bid price.

Each Bidder shall submit with their bid verification that the asphalt plant used to produce the Bituminous Mixture for this contract has been inspected and accepted by an approved source of supply by the Indiana Department of Transportation.  The verification form submitted with the bid shall be a current INDOT Form TD-444, Bituminous Mixing Plant Inspection Report, completed and signed by a representative of the Indiana Department of Transportation.

Each Bidder must indicate on his bid for the exact location of their asphalt plant and stockpiles.  They shall also list the exact dates of plant mix availability for both hot mix and stockpile mix.

Weigh scales and weigh tickets shall be in accordance with the applicable Provisions of Section 109 and Section 401 of the Indiana Department of Transportation Specifications, 1995. The weigh tickets shall contain the information as outlined in Section 109.01 (b).  A weigh ticket shall accompany each load of Bituminous Mixture.

An approved Escalator Clause may be submitted with this bid.

Materials:

Hot Mix shall be Hot Asphalt Concrete produced as set out in the applicable Provisions of Sections 403 of the Indiana Department of Transportation Standard Specifications, 1995. Mixing asphalt shall be AC-20.

Cold Mix shall be produced as set out in the applicable Provisions of Section 406 of the Indiana Department of Transportation Standard Specification, 1995. Mixing asphalt shall be AE-150.

MWS Mix shall be Mixture WS produced as set out in the applicable Provisions of Section 620 of the Indiana Department of Transportation Specifications, 1995. Mixing asphalt shall be AE-300.

The Board of Commissioners reserve the right to reject any and all bids; reserve the right to waive irregularities in bidding procedure; to award to the lowest and best bidder and to reject any and all bids that are obviously irregular.

Notice is hereby given that Jackson County, Indiana acting by and through its board of Commissioners will receive sealed bids at the office of the Auditor in the Courthouse, Brownstown, Indiana, until 4:00 P.M. on December 2, 2024 for the following gasoline, diesel fuel, oils, and other supplies for all County owned vehicles, for the year 2025. 50,000 Gallons more or less, of lead free gasoline-regular grade 87 octane. Gasoline service is to be available 24 hours a day and seven days per week, preferably in three locations in Jackson County. Bids will be considered with a discount off pump quoted in bid, applicable taxes included in price per gallon.

65,000 Gallons more or less, of a 50 cetane on road premium diesel fuel oil with winter blend, in season and a 51-55 cetane off road diesel oil to be delivered to any tank the County may use in Jackson County.

Bulk Gallons more or less, of DEF endal (Diesel Exhaust Fluid) to be delivered bulk, 2 1/2 gal.

The bid shall include rack prices as of November 20, 2024.

Bidder shall have the right to increase or decrease the contract unit price, in an amount equal to the bidder’s increase or decrease in cost of materials and supplies occurring subsequent to the date on which such a bid is awarded. Said increase or decrease in the bidder’s cost of materials and supplies shall be substantiated by proper documentation from the bidder’s source of supply. All services and supplies are to be purchased at the bidder’s place of business. Fixed price may be accepted.

The Right to reject any or all bids is reserved.

Crushed stone as described by the Indiana Department of Transportation. Stone furnished must meet the specifications of INDOT as to quality and size. Bidders price must include any and all cost of loading into County Highway trucks or private trucks employed by the County Highway Department.

Stone will be bid by and accepted by specific geographic area townships: Brownstown, Driftwood, Grassyfork, Washington, Salt Creek, Owen, Carr, Pershing, Hamilton, Vernon, Redding and Jackson so as trucks can better utilize time and mileage.

Stone shall consist of the following sizes numbers: #2, #4, #5, #8, #9, #11, #12, #53, #73, Rip Rap 6″ & 12″, Special Fill, Sand and Course Lime

Stone in all sizes shall also be bid at price F.O.B. quarry.

Stone must meet INDOT Class A Specifications

These specifications are for the tires and tubes for all present vehicles and equipment owned or purchased by the Jackson County Highway Department.

Price sheets quoted on regular and lug tires. Supplier shall also quote on radial, bias and belted bias tires.

Quotes to be submitted for heavy equipment and radial ply tires for all trucks and trailers.  Radial ply shall be steel textile construction.  Truck tire tread design shall be: Front – open groove with minimal slipping; Rear – traction conventional (standard tread depth).

Supplier to have a service truck available for repair service on the road.

Quotation will be for the year 2025.

Quotations to be on file in the office of the Jackson County Highway Department not later than December 2, 2024, at 3:00 p.m.

City of Scottsburg Board of Public Works & Safety

Cured In Place Pipe Lining Project 2024

Notice is hereby given that the City of Scottsburg, Indiana by and through its Board of Public Works and Safety (the “City”), will receive sealed bid packets for the Cured In Place Pipe Lining Project 2024.

The bids for the project shall be Unit Price for all quantities shown in the contract documents and specifications. Sealed bids must be received by the City of Scottsburg Clerk Treasurer’s Office no later than 11:00 A.M. local time on November 22, 2024 at the City of Scottsburg City Hall, located at 2 E. McClain Ave., Scottsburg, IN 47170. All interested parties are invited to attend and should any citizens require special provisions, such as handicapped modifications or non-English translation personnel, the City will provide such provisions as long as the request is made by November 15, 2024.

The project will be installed in one singular contract as outlined in the contract documents and specifications. Plans and specifications for the project are on file and may be examined at the following location:

• City of Scottsburg City Hall, 2 E. McClain Ave., Scottsburg, IN 47170

• DC Develop, 3000 Shadow Lake Dr., Charlestown, IN 47111

Copies of the Bid Documents may be obtained at DC Develop by reaching out to maryg@dcdevelopco.com.

The work to be performed shall include all costs necessary to provide sufficient completion of any and all construction, labor, materials, permits, licenses, insurance, bonds, and all other items necessary for the construction of the project. Each bid shall be enclosed in a sealed envelope with the title of the project, name and address of the bidder, and the date of the bid opening. All bids are required to be submitted on the bid forms included in the contract documents and specifications.

A certified check or bid bond, made payable to the City of Scottsburg, in a sum of not less than five percent (5%) of the total amount of the highest bid shall be included in the bid submission.

A conditional or uncomplete bid will not be accepted or considered. The City reserves the right to reject any and all bids, or to accept any and all bids, or to adjust quantities as necessary according to their budgets, and to waive any and all formalities in bidding. Any bid may be withdrawn prior to the above scheduled time for the opening of bids. Any bid received after the time and date specified shall not be considered. No bid may be withdrawn after the scheduled closing time for receipt of bids for at least ninety days.

Bid award will be made to the lowest, responsive, responsible bidder. The low, responsive, responsible bidder must remain eligible for participation in federally assisted programs under Executive Order 12549. All applicable State and Federal laws, rules and regulations, and ordinances of all authorities having jurisdiction over installation and construction of this project shall apply throughout the project duration.

Bids shall be complete and properly executed on the required bid forms, and shall include all requested information. Each bidder shall be responsible for evaluation of the project documents and specifications, as well as inspection of any site conditions. 

Wage rates on the project shall not be less than the federal wage rate scale published by the U.S. Department of Labor effective the day of the bid.

Bidders for this work, and their subcontractors and suppliers, shall be required to comply with the provisions of the President’s Executive Order No. 11246, as amended. The bidders shall also comply with requirements of 41 CFR Park 60 – 4 entitled Construction Contractors – Affirmative Action Requirements. Contract procurement is subject to federal and state regulations and requirements.
