Notice is hereby given, that the Town of Crothersville is creating a bidder’s list for the Crothersville Homeowner Repair & Improvement Grant Program. Up to sixteen owner-occupied, single-family, homes within the Crothersville town limits could be rehabilitated through an Indiana Housing & Community Development Authority grant to the Town of Crothersville. Homeowners could receive up to $15,000 for improvements. Each home will be bid individually.
Persons interested in placement on bidder’s list must submit their name, company name, phone number, address and Federal ID number or Social Security number to the Office of the Clerk-Treasurer, Town of Crothersville, 117 E. Howard St., Crothersville, IN 47229.
All contractors interested in participating in this program must attend a required lead-based paint pre-construction conference or provide documentation of previous lead-based paint training.
Contractors must meet all county and state licensing requirements. This also requires proof of adequate liability insurance and workmen’s compensation coverage be provided. Contractors’ liability policies must include coverage for work done by contractor and is required through-out the construction period. The policy must name Indiana Housing & Community Development Authority as additionally insured.
The Indiana Housing & Community Development Authority has adopted a State goal of 10% participation for minority and female owned businesses. These businesses are encouraged to participate.

At which time all proposals will be opened and publicly read aloud. Proposals received after the hour and date set for receiving of proposals, will be returned unopened.
All work will be awarded under a single General Contract.
Proposals shall be executed on the Contractor’s Bid for Public Works, Form 96 (Revised 2010), Parts I and II, in full accordance with the Proposal Documents, which are on file with the Owner and Architect and may be examined by Bidders at the following locations:

Prime Contractors may obtain drawings and specs at no cost.

Registered Plan Holders are only those who obtain at least one full set of bid documents from Lynn Imaging, the official bid document distributor. Partial copies received from the official bid document distributor or bid documents obtained from any other source are not considered Registered Plan Holders and cannot be automatically provided with Addenda or other bidding updates. Non-Registered Plan Holders assume all responsibility for obtaining all necessary information in a timely manner.
General Contractors shall certify on the Proposal Form that they have obtained a complete set of construction documents, including all Drawings, Specifications and Addenda, and have reviewed the jobsite to sufficiently familiarize themselves with the existing conditions.
Documents may also be made available at various plan services, at the discretion of the Owner and Architect.
Bidders may view a list of Plan Holders and plan services at any time as posted by the reprographics company.

Bid Security in the amount of five percent (5%) of the Proposal, including all add alternates must accompany each
Proposal in accordance with the Instructions to Bidders.
The Owner reserves the right to accept or reject any bid and to waive any irregularities in bidding. The Base Bid may be held for a period not to exceed Forty-Five (45) days before awarding Contracts. All additive Alternate Bids may be held for a period not to exceed Thirty (30) days after signing of Contract.
Should a successful Bidder withdraw his bid, or fail to execute a satisfactory contract within ten (10) days after notice of acceptance of his bid, the Owner may declare the Bid Security forfeited as liquidated damages, not as penalty.
The successful Bidder shall furnish a Performance Bond and Labor and Materials Payment Bond in an amount equal to one hundred percent (100%) of the Contract Sum with an approved surety company and said bond shall remain in full force and effect for a period of one (1) year after date of final acceptance of the work.
