PUBLIC NOTICE
On or about June 7, 2020, the Town of Crothersville intends to apply to the Indiana Office of Community and Rural Affairs for a grant from the State Community Development Block Grant (CDBG) Wastewater / Drinking Water Program. This program is funded by Title I of the Housing and Community Development Act of 1974, as amended. These funds are to be used for a community development project consists of wastewater treatment plant modifications and a trunk line overflow main and detention structure, a combined sewer overflow compliance project. The project is to include the following activities: construct a new wet weather overflow main running parallel to the existing main sewer trunk line (approximately 2,000 LF); a short run gravity (open cut) stream crossing to a newly constructed underground piping detention system (volume of 70,500 cubic feet)); install an in-line hydrodynamic storm water separator; construct a duplex wet weather pumping station and force main (approximately 600 LF of 24” force main) including required electrical 3 phase primary service; install plant gravity piping for redirection of wet weather flows; modify the CSO overflow piping; install disinfection facilities to treat wet weather flows; modify existing plant surge basins with concrete wall cores and discharge piping from surge basin #4 will be added with a new treated outfall structure into Hominy Ditch; install new effluent meter and automatic composite sampler to monitor treated wet weather discharge; modify existing Master SCADA Unit in the existing plant process control building; and convert a portion of an equipment storage building to house the wet weather pumping station control plane and the variable frequency drives. The total amount of CDBG funds to be requested is $700,000. The amount of CDBG funds proposed to be used for activities that will benefit to low- and moderate-income persons is approximately $393,750. The Applicant also proposed to expend an estimated $5,100,618 in non-CDBG funds on the project. These non-CDBG funds will be derived from the following sources: Indiana Finance Authority – Wastewater State Revolving Fund Loan Program or USDA – Rural Development.
The Town of Crothersville will hold a public hearing on Monday, June 1, 2020, at 6:00 p.m. or as soon as the opening of the meeting of the Crothersville Town Council allows in the Crothersville Council Chambers, 111 E. Howard Street, Crothersville, Indiana, to provide interested parties an opportunity to express their views on the proposed federally funded CDBG project. The meeting may also be accessed through the Town of Crothersville Facebook page and will be livestreamed on the Town of Crothersville Facebook page at the above noted date and time. NOTICE OF DETERMINATION TO CONSTRUCT AND FINANCE IMPROVEMENTS TO THE SEWAGE WORKS OF THE TOWN OF CROTHERSVILLE, INDIANA AND THE ADOPTION AND PURPORT OF THE ORDINANCE AUTHORIZING THE SAME
On January 7, 2020, the Town Council of the Town of Crothersville, Indiana (the “Town”) adopted a Bond Ordinance (the “Bond Ordinance”) thereby determining and ordering the construction of certain improvements and renovations to the existing sewage works system of the Town, including but not limited to: (1) construct a new wet weather overflow main that runs parallel to the existing main sewer trunk line (known as the “HD” system), which serves as the main plant influent from Crothersville’s collection system; (2) construct a new underground piping detention system; (3) install a new in-line Hydrodynamic Storm Water Separator; (4) construct a new duplex wet weather pumping station and force main with required electrical system upgrades that in conjunction with the proposed detention system; (5) provide new plant gravity piping; (6) modify the existing CSO overflow piping; (7) install disinfection facilities, including chlorination & de-chlorination systems in the existing blower building to the east of the surge basins; (8) modify existing plant Surge Basins with concrete wall cores, and add discharge piping from surge basin #4; (9) install new effluent meter and automatic composite sampler; (10) modify the existing master SCADA Unit in the existing plant process control building and (11) convert a portion of the existing equipment storage building to house the new wet weather pumping station control panel and Variable Frequency Drives (VFD’s), including items as provided on the Preliminary Engineering Report, if applicable (provided by Indiana Finance Authority pursuant to the SRF Program)(collectively, the “Project”).
The Bond Ordinance orders and directs that the cost of the improvement project will not exceed $6,000,000, plus investment earnings on such amount, which will be funded by the Town from the proceeds of taxable sewage works revenue bonds issued in an aggregate principal amount not to exceed $6,000,000 (the “Bonds”) as well as certain other funds. The Bonds will be payable solely from the net revenues of the sewage works (as defined in the Bond Ordinance) on parity with the 2011 Bonds (defined in the Bond Ordinance).
A copy of plans and specifications for the Project and the Bond Ordinance are available for examination and copying at the office of the ClerkTreasurer located at 111 East Howard Street, Crothersville, Indiana, during normal business hours. 2020 JC County Tax Rates

LEGAL NOTICE
Notice is hereby given that the Common Council (the “Council”) for the City of Scottsburg, Indiana (the “City”) will hold a public hearing at 6:30 PM, on April 27th, 2020 in accordance with Indiana Code 5-23-1 et. seq. (the “Act”) and Indiana Code 5-3-1. Pursuant to the Governor’s executive order currently limiting in-person public meetings, the public hearing will be streamed online via at the following web address: www.cityofscottsburg.com.
The public hearing will be in regard to the recommendation to award an engineering contract for the design, permitting, and inspection of wastewater improvements and associated infrastructure (the “Project”), in accordance with the Act. Pursuant to the Act, the City requested proposals and qualifications for the design of the Project.
After review and analysis of proposals received, a recommendation has been made to the Council to award the engineering contract to Midwestern Engineers, Inc. (the “Engineer”) of Loogootee, IN.
Copies of the proposals and a written explanation of the basis upon which the recommendation is being made are with the City Council and Mayor and are available for public inspection on the City’s website: www.cityofscottsburg.com or by contacting the City at (812) 752-3169 or via mail at 2 E. McClain Ave., Scottsburg, IN 47170.
The above notice of public hearing is required by Indiana Code 5-23-5-9.
