Administrative Resources association (ARa) will be conducting an informational meeting for contractors interested in bidding on general home improvement projects for Crothersville’s Homeowner Repair & Improvement Program. Contractor eligibility requirements will be discussed, as well as recently established lead paint requirements. Participating homeowners will be eligible for up to approximately $15,000 in home improvements. Rehab activities may include repair or replacement of HVAC systems, roofing, windows and siding, electric upgrades and handicapped accessibility. Health and safety issues will also be addressed.

TO ALL INTERESTED AGENCIES, GROUPS AND PERSONS:
On or about May 11, 2018 the above named Town of Crothersville will request the State of Indiana to release federal funds under Title I of the Housing and Community Development Act of 1974 (P.L. 93-383) for the following project:
Wastewater Improvements Project
The project will consist of implementing an IDEM/EPA mandated Combined Sewer Overflow Compliance Plan to provide relief from repeated overflows. The plan will consist primarily of improvements to the current collection system and replacement of the pump station, specifically the Seymour Road pump and lift station, to prevent inflow and infiltration. Installation of main sewer lines and storm sewer lines and replacements as outlined by the plan.

Finding of No Significant Impact
It has been determined that such request for release of funds will not constitute an action significantly affecting the quality of the human environment and accordingly the above named Town of Crothersville has decided not to prepare an Environmental Impact Statement under the National Environmental Policy Act of 1969 (P.L. 91-190). The reasons for such decision not to prepare such statement are as follows:
All preliminary environmental reviews by state and county agencies indicated that the proposed project would not endanger the environment under any capacity.
An Environmental Review Record respecting the proposed project has been made by the above named Town of Crothersville which documents the environmental review of the project and more fully sets forth the reasons why such statement is not required. This Environmental Review Record is on file at the above address and is available for public examination and copying upon request at the Town of Crothersville, Clerk Treasurer’s Office, 111 E Howard Street, Crothersville, IN 47229. No further environmental review of such project is proposed to be conducted prior to the request for release of funds.
Public Comments of Findings
All interested agencies, groups, and persons disagreeing with this decision are invited to submit written comments for consideration by the Town of Crothersville 111 E Howard Street, Crothersville, IN 47229. Such written comments should be received before May 10, 2018. All such comments so received will be considered and Town of Crothersville will not request the release of federal funds or take any administrative action on the proposed project prior to the date specified in the preceding sentences.
Release of Funds
Town of Crothersville will undertake the project described above with Community Development Block Grant funds from the State of Indiana under Title I of the Housing and Community Development Act of 1974. Town of Crothersville is certifying to the State that the Town of Crothersville and Danieta Foster, in her official capacity as the Town Council President consents to accept the jurisdiction of the federal courts if an action is brought to enforce responsibilities in relation to environmental reviews, decision making, and action; and that these responsibilities have been satisfied. The legal effect of the certification is that upon its approval, Town of Crothersville may use the Block Grant funds and the State will have satisfied its responsibilities under the National Environmental Policy Act of 1969.
Objections to State Release of Funds
The State will accept an objection to its approval only if it is on one of the following basis: (a) that the certification was not in fact executed by the certifying officer or other officer of applicant approved by the State; or (b) that the applicant’s environmental review record for the project indicated omission of a required review process. Objections must be prepared and submitted in accordance with the required procedure (24 CFR Part 58) and may be addressed to the State of Indiana, Indiana Office of Community and Rural Affairs, Environmental Officer, One North Capitol, Suite 600, Indianapolis, Indiana 46204-2288.
Objections to the release of funds on basis other that those stated above will not be considered by the State. No objections received after May 30, 2018 will be considered by the State.

A MANDATORY PRE-BID CONFERENCE shall be held on Tuesday, May 8, 2018, at 1:00 p.m. The Pre-Bid meeting shall be held at the Jackson County Water Utility, Inc., office located at 1119 W. Spring Street, Brownstown, IN 47220-1037.
The Project consists of, but is not necessarily limited to, approximately 5+ miles of 10” SDR 21 PVC water main, 5+ miles of 8” SDR 21 PVC water main, 20+ miles of 6” SDR 21 PVC water main, and 3+ miles of 4” SDR 21 PVC water main. Method of construction is primarily open cut, with some areas of HDD installation. Project shall include water mains, valves, hydrants, fittings and accessories, per plans and specifications. These items of work contain other miscellaneous items necessary and as specified to make this project complete.
All bids and proposals shall be properly and completely executed on the proposal forms provided with the plans and specifications, which will include the Non-Collusion Affidavit as required by the State of Indiana and Indiana State Board of Accounts Form 96 (revised 2013) including an Owner provided attachment thereto. The bid envelope must be sealed and have the words “BID – 2018 WATER DISTRIBUTION SYSTEM IMPROVEMENTS” on the outside of the envelope.
A bid bond or certified check in an amount not less than FIVE percent (5%) of the amount bid must be submitted with each bid. Bid security shall be forfeited if a bid is withdrawn after the time and date set for receiving bids. Upon award of a contract but prior to the execution of a contract between the Jackson County Water Utility, Inc., and the Contractor, the Contractor shall provide a one hundred-twenty percent (120%) performance bond and one hundred percent (100%) payment bond. Any performance bond or labor and materials bond must remain in force for at least one (1) year beyond issuance of the Certificate of Substantial Completion. It is intended that actual construction of all work divisions shall be started as soon as practicable, and each bidder shall be prepared to enter promptly into a construction contract, furnish a performance and payment bond, and begin work without delay in the event the award is made to that bidder. Any bond submitted must be from a surety company authorized to do business in the State of Indiana.

The Davis-Bacon Wage Scale shall be included in the contract documents. American Iron and Steel requirements shall apply to this project.
For special accommodations needed by handicapped individuals planning to attend the public bid opening meeting, please call or notify the General Manager’s office at (812) 358-3654 at least forty-eight (48) hours prior thereto.
No bidder may withdraw any bid or proposal within a period of sixty (60) days following the date set for receiving bids or proposals. The Owner reserves the right to reject any and all bids, to reject bids that do not meet the qualifications outlined in this Notice or in the bidding documents and to waive any formalities or irregularities in the bidding process or in any bid. The Owner further reserves the right to reject all bids, should the Owner determine, in the opinion of the Owner Council based on the bids received, that the contemplated cost of construction is not economically feasible. The Owner reserves the right to hold any or all bids or proposals for a period of not more than sixty (60) days and said bids or proposal shall remain in full force and effect during said period. The Owner reserves the right to reject and/or cancel any and all bids, solicitations and/or offers in whole or in part as specified in the solicitations.
