Notice for Early Public Review of a Proposal to Support Activity in the (100-Year Floodplain or Wetland)
The Town of Crothersville, Indiana is proposing to expend federal funds in an area that is subject to flooding as identified by the Federal Emergency Management Administration. The subject funds are Community Development Block Grant funds administered by the Indiana Office of Community and Rural Affairs.
This notice is required by Section 2(a)(4) of Executive Order 11988 for Floodplain Management, and by Section 2(b) of Executive Order 11990 for the Protection of Wetlands, and is implemented by HUD Regulations found at 24 CFR 55.20(b) for the HUD action that is within and/or affects a floodplain or wetland.
The Town of Crothersville is proposing to undertake the following activities in the area.
The CSO Compliance Plan Requirements project activities included in the area of the floodplain include impacting the Hominy Ditch at (3) locations:
Location 1 – 42″ sewer overflow line being installed across/under Hominy and is expected to impact up to 30 linear feet due to trench width plus construction working room.
Location 2 – Sanitary Manhole Structure 506 is being constructed (replacing existing structure). Excavation for the structure installation will extend into the Hominy Ditch banks and is expected to impact 60 linear feet. The disturbed bank will be stabilized with Class 1 Riprap at a 2:1 or flatter slope.
Location 3 – WWTP Surge Basin 30″ PVC outlet pipe will outlet near Hominy Ditch Bank and is expected to impact 20 linear foot. Riprap will extend into Hominy Ditch limits.
The proposed project which includes all three locations within the bank of Hominy Ditch. The impact area width will be approximately 10 feet wide with an approximate total of 110 linear feet which will result in an estimated 1,100 square feet (or 0.025 acres) of total floodplain impact.
The purpose of this notice is to give an early opportunity for interested agencies, persons or groups to comment on the proposed action(s). The Town of Crothersville will consider any feasible alternatives or adjustments to the anticipated project which might minimize any potential adverse effects upon the floodplain as a result of the project.
The Town of Crothersville has additional information concerning this project available for public review. Notice is hereby given, that the City of Austin, Scott County, Indiana, hereinafter referred to as the Owner, will receive sealed bid packets for the following project:
Austin City Hall Drive Through
The specifications and accompanying drawings describe the work to be done and the materials to be furnished for the construction of the improvements. The project generally consists of the following:
Installation of an asphalt drive through lane adjacent to Austin City Hall.
Provide and install a teller window.
Sealed bids may be delivered or forwarded by registered mail, addressed to the City of Austin, Indiana, 82 West Main Street Austin, Indiana 47102 Attention: Clerk Treasurer until 3:00 PM. (local time) on August 25, 2020. Bids received after such hour will be returned unopened. Each Bid must be enclosed in a sealed envelope bearing the title “City of Austin Belt Filter Press Project” and the name and address of the Bidder. All bids must be submitted on the bid forms as identified in the Contract Documents and Specifications.
After the hour of 3:00 PM. (local time) on August 25, 2020, the bids will be publicly opened and read aloud. The place of opening shall be the Austin City Hall, 82 West Main Street, Austin, Indiana 47102.
All interested citizens are invited to attend, and should any citizens require special provisions, such as handicapped modifications or non-English translation personnel, the City will provide such provisions if the request is made by September 24, 2019.
The contract documents including plans and specifications are on file for public inspection at the following locations:

    The work to be performed and the bid to be submitted shall include sufficient and proper sums for all general construction, mechanical installation, labor, materials, permits, licenses, insurance, and so forth incidental to and required for supplying the equipment, startup of the equipment and installing the equipment.
    The Owner reserves the right to reject any bid, or all bids, or to accept any bid or bids, or to make such combination of bids as may seem desirable, and to waive any and all informalities in bidding. Any bid may be withdrawn prior to the above scheduled time for the opening of bids or authorized postponement thereof. Any bid received after the time and date specified shall not be considered. No bid may be withdrawn after the scheduled closing time for receipt of bids for at least sixty (60) days.
    A conditional or qualified Bid will not be accepted.
    Award will be made to the low, responsive, responsible bidder.
    All applicable laws, ordinances, and the rules and regulations of all authorities having jurisdiction over construction of the project shall apply to the project throughout.
    Bids shall be properly and completely executed on bid forms included in the Specifications. The Owner may make such investigations as deemed necessary to determine the ability of the Bidder to perform the work and the Bidder shall furnish to the Owner all such information and data for this purpose as the Owner may request. The Owner reserves the right to reject any bid if the evidence submitted by, or investigation of, such Bidder fails to satisfy the Owner that such Bidder is properly qualified to carry out the obligations of the Agreement and to complete the work contemplated therein.
    Each Bidder is responsible for inspecting the Project site(s) and for reading and being thoroughly familiar with the Contract Documents and Specifications. The failure or omission of any Bidder to do any of the foregoing shall in no way relieve any Bidder from any obligation with respect to its Bid.

Got Some Free Seeds In The Mail? DON’T PLANT THEM!

Scott County Purdue Extension Educator for Ag & Natural Resources, Tom Springstun, reports that people across the country are receiving unsolicited packages of unidentified seeds in the mail that seem to be coming from China. The Office of Indiana State Chemist, located at Purdue University, is urging Hoosiers not to plant or dispose of the seeds since they could be spreading noxious weeds, plant diseases or invasive species.
Anyone in Indiana who receives a package is told not to open the seed packet and to mail it and any packaging materials to the U.S. Department of Agriculture’s Animal and Plant Health Inspection Service (APHIS) Indiana office. State and federal authorities will work together to identify and properly dispose of all seeds and plant materials.
 “It might be tempting to put this into some soil to see what happens, but there’s a lot of damage that this can cause,” said Don Robison, seed administrator for the Office of Indiana State Chemist. “We don’t know what these seeds are, and there is potential for doing serious harm to everything from your backyard garden to the commodity and specialty crops that are such an important part of the agricultural economy. The last thing we want is to spread a weed, invasive species or disease, and that’s a real risk if people plant these or throw them in the garbage.”
Weed seeds, invasive species and disease pathogens can spread rapidly, costing millions of dollars annually for just a single plant or disease, and cause billions of dollars of impact overall each year.
It’s possible that the seeds are part of a “brushing” campaign in which online retailers send out unsolicited packages and use the fake sales to improve the seller’s ratings in the marketplace. But state agricultural and environmental leaders don’t want to take any chances.
“Once a new disease or invasive species is out there, it’s a very costly problem,” Robison said. “It’s like trying to put a genie back in the bottle.”
Anyone who receives unsolicited seeds should:
•Keep the seeds and packaging, including the mailing label, but do not open the seed packet;
•Place all contents in a zip-top bag, then place the bag in an envelope or small box and mail it to:

Police Investigating Man’s Death

Last Wednesday, July 29, around 8:30 a.m., the Scott County Sheriff’s Office responded to a report of a deceased male in the Lexington area of southern Scott County.
Scott County Sheriff Jerry Goodin said that Nicholas D. Casey, 31, of New Albany, was found deceased in a relative’s residence at located 5225 Kinderhook Road.
The scene was secured by deputies while Indiana State Police Evidence Technicians along with Indiana State Police Detectives, Scott County Sheriff’s Deputies and the Scott County Coroner’s office investigated the circumstances of the man’s death.
An autopsy conducted Friday morning was not able to determine a cause of death, Goodin said Saturday. “We are waiting on the toxicology report,” he said. Those results sometime take several weeks, it was noted.

Scottsburg Man Flown From I-65 Crash At County Line

A Scottsburg man suffered serious injuries and was airlifted to a Louisville hospital following a single vehicle crash near the Jackson-Scott County line last Monday, July 27.
At approximately 12:30 pm, Indiana State Police responded to a single vehicle crash on I-65 near the 35-mile marker. According to ISP Trooper Seth Davidson a 2005 International dump truck being driven by Robert L. Stidham, 62, of Scottsburg, was traveling southbound on the interstate when the vehicle entered the median for an unknown reason.
The truck struck a guard rail before overturning, coming to rest on its side in the median. Stidham had to be extricated from the vehicle by fire and EMS personnel and was flown by medical helicopter to a Louisville hospital for treatment of serious injuries.
Investigators believe Stidham may have suffered a medical episode which may have been a contributing factor in the crash.
Both the northbound and southbound lanes of I-65 were shut down for approximately one hour for crash investigation and cleanup.
The Indiana State Police was assisted by the Jackson County Sheriff’s Department, Scott County Sheriff’s Department, Crothersville Police Department, Austin Police Department, Vernon Township Fire Department, Austin Fire Department, Jackson County EMS, Scott County EMS, StatFlight Medical Helicopter, and 31 Wrecker Service.

Retail Therapy: Quarantine Edition

I’ll be perfectly honest here. I’ve spent a lot of money during the pandemic. And I mean. A. LOT.
There have been months’ worth of dog treats and pet food, at least a few small appliances, wall clocks, blood type kits, bedding, vitamins, birthday presents, cleaning supplies, remodeling materials, and even a few goofy novelties in my virtual shopping cart. Multiple items have been returned. Most items have been kept and/or shared.
And that is on the realness of retail therapy. Well, that and being forgetful about what is needed versus what has been plentifully hoarded.
Am I a hoarder? Hoo-boy, yes, I am. I was born of hoarders. The tendencies are strong.
However, based upon what I collect and how I distribute it, I’m more of a prepper. Though based upon some the items purchased during quarantine, I’m mostly ridiculous.
The toaster made sense. The Keurig was a splurge, but still useful. The floor tiles were needed. But, the mullet wig? Well that was just unnecessary perfection.
Which brings me to my most favorite purchase in the WHOLE WORLD EVER. What is the best thing I’ve bought during quarantine? That would be the fake handlebar mustache. It wins that competition hands-down.
It is by far the best thing I’ve bought in years, let alone during the pandemic. I have laughed myself to tears wearing it. Because that mustache is just plain funny and I was really ready to feel some joy in my heart.
Maybe some of you reading this out there need a few laughs too. So, here’s me in my new uniform…
